전환교육에 대한 장애학생 부모의 인식 및 요구

국문 초록

부모참여는 장애학생의 성공적인 성인기로의 전환을 이끄는 중요한 요인 중 하나이며 부모가 적극적으로 참여할수록 더 나은 졸업 후 결과를 가져온다고 보고되고 있다. 전환교육에 대한 부모의 적극적인 참여를 위해서는 부모가 전환교육을 어떻게 인식하고 있으며, 전환교육에 대한 요구가 무엇인지 알아보는 것은 중요하다. 그러나 전환교육을 강조했던 제4차 특수교육발전 5개년 계획(2013-2017) 이후로 학부모들의 전환교육에 대한 인식 및 요구에 대한 조사연구는 거의 찾을 수가 없었다. 따라서 본 연구는 부모의 적극적인 참여를 이끌 수 있도록 장애학생의 전환교육에 대한 인식 및 요구에 대해서 알아보고자 하였다. 이를 위해 99명의 충북 고등학교와 전공과 과정의 장애 자녀를 둔 부모들을 대상으로 설문조사를 실시하였다. 설문조사 결과, 전환교육 목표와 관련하여 부모들은 자녀의 졸업 후 목표로 고용 및 직업훈련을 가장 중요한 영역으로 생각하고 있었다. 개별화전환교육계획과 관련하여, 응답자의 약 48%만이개별화교육계획 내에 자녀의 진로/전환목표가 작성된다고 보고하였으며, 약 57%의 부모들은자녀의 개별화교육계획 회의에 참석하지 못하고 있다고 응답하였다. 전환교육 프로그램과 관련해서 부모들은 모든 영역에서 전환교육 프로그램이 필요하다고 인식하고 있었으며, 전환교육 운영 지원으로 지역사회 내 시설 및 설비 확보, 전환교육 담당 전문 및 보조 인력 충원 및 배치, 전환교육 운영을 위한 충분한 예산 확보 및 집행을 원한다고 보고하였다.

영문 초록

Parental involvement is one of the important factors leading to the successful transition of students with disabilities into adulthood. Also, studies have shown that the more actively parents participate, the better the results are after graduation. Regarding parents' active participation in this transition , it is important to find out how they perceive current transition education and related services and what their demands are for improving their child’s postschool outcomes. The purpose of this study is to investigate the perceptions and demands of parents of adolescents with disabilities for transition education and related services to lead to active parental participation. To this end, surveys were collected from 99 parents of students with disabilities in high school and vocational courses located in Chungbuk, South Korea. As a result of the surveys, in relation to the goal of transition education, the respondents considered employment and vocational training as the most important areas for their children's post-graduation goals. Regarding the individualized transition planning, more than half of the respondents reported that their children's post-school goals were written in the individualized educational plan(IEP), but about 57% of the parents reported that they were unable to attend their children's IEP meeting. In relation to the transition education program, the guardians generally recognized that such programs were necessary in all areas. As for the smooth operation of the transition education, the respondents wanted secure facilities and equipment in the local community, a sufficient budget for the operation of the transition education, and an appropriate allotment of transition specialists.
