일반 평생교육기관과 장애인 평생교육기관 간 연계체제 구축에 관한 실무자의 인식 및 요구

국문 초록

이 연구는 일반 평생교육기관과 장애인 평생교육기관 간 연계체제 구축에 관한 실무자의 인식과 구체적인 방안에 관한 요구를 알아보는 데 목적이 있다. 연구를 위해 장애인 평생교육기관 실무자 220명과 일반 평생교육기관 실무자 200명이 응답한 설문 결과를 분석하였으며, 주요 연구 결과는 다음과 같다. 첫째, 장애인 평생교육기관 실무자가 일반 평생교육기관 실무자에 비해 연계체제 구축의 필요성을 더 높게 인식하는 것으로 나타났다. 연계체제 운영에 필요한 업무별 중요도의 경우 장애인 평생교육기관 실무자는 교육실행 업무를, 일반 평생교육기관 실무자는 운영지원 업무를 가장 중요하게 생각하고 있었다. 두 기관의 실무자 모두 기관 간 연계체제가 구축되면 장애인 평생교육의 필요성에 대한 사회적 인식이 제고되고 장애인의 평생교육 프로그램 선택권이 증가될 것을 가장 크게 기대하고 있었다. 반면 연계체제 구축 시 예상되는 문제에 대해 기관 외 측면에서는 연계체제 거점 부처 부재로 인한 업무상의 어려움을, 기관 내 측면에서는 장애인 평생교육기관 실무자의 경우 학습도구 부족으로 인한 장애인 학습자의 학습활동 상 어려움을, 일반 평생교육기관 실무자의 경우 실무자의 장애인 평생교육에 대한 전문성 부족을 가장 우려하고 있었다. 둘째, 연계체제 활성화를 위한 구체적인 방안에 대해서는 장애인 평생교육 프로그램 운영을 위한 예산 편성 및 지원에 대한 요구가 가장 높았고, 향후 일반 평생교육기관과 장애인 평생교육기관 간 연계체제 활성화 관련 업무를 총괄하는 거점 부처로는 각 지역의 평생교육진흥원이 적합하다는 의견이 가장 많았다. 향후 일반 평생교육기관과 장애인 평생교육기관 간 연계체제 활성화를 위해서는 평생교육사 양성 과정에서 장애이해교육 과목의 이수 의무화, 실무자의 전문성 강화 연수, 장애인 평생교육 예산 지원 확대, 평생교육기관 내 편의시설 확대, 연계체제 거점 부처 지정 등이 절실히 요구된다.

영문 초록

This study aims to examine the perception of practitioners on the construction of linkage systems between general lifelong education institutions and lifelong education institutions for people with disabilities and needs on specific methods. Our research is based on analysis of the survey results from 200 practitioners in lifelong education institutions for people with disabilities and 200 practitioners in general education institutions. The major results are as follows. First, practitioners in lifelong education institutions for people with disabilities showed higher perceptions of the necessity of building the linkage system than those working in general lifelong education institutions. Regarding the management of the linkage system, the practitioners in the lifelong education institute for people with disabilities considered the education execution work as the most important. whereas the practitioners in the general lifelong education institution regarded the operation support work as the most important. Both working-level officers of the two agencies expected that establishing an interagency system would increase social awareness of the need for lifelong education for people with disabilities and increase their choice of education programs. On the other hand, when considering possible problems in establishing the linkage system, the staff at the institution's lifelong education center was concerned about difficulties due to lack of learning materials for those with disabilities, whereas the staff at the general lifelong education institution was most concerned about the lack of expertise for people with disabilities. Second, there were high-level needs for budgeting and supporting programs for operating lifelong education programs for people with disabilities, and most respondents answered that the Lifelong Education Promotion Institutes in each region were most suitable for the ministry that oversees tasks related to revitalizing the linkage system between general and special institutions. In order to activate the link between general lifelong education institutions and lifelong education institutions for people with disabilities, it is mandatory for special education workers to complete courses for teaching people with disabilities, to strengthen the professionalism of practitioners, to expand the budget for lifelong education for people with disabilities, to expand amenities within lifelong education institutions, and to designate a ministry that is based on the linkage system.
