배추의 가락시장 물류체계 선진화 과제와 발전 방안

국문 초록

김치는 한국인의 식탁에 오르는 기본 반찬으로서 세계 유일의 대표적인 전통 식품이라고 할 수 있다. 배추는 김치의 주요 원재료로써 우리나라에서 가장 많이 이용되는 채소로서 국민의 식생활과 밀접한 관련이 있으며, 가정에서부터 외식 소비에 이르기까지 식생활 전반에 지대한 영향을 미치는 중요한 농산물이다. 배추의 도매시장 유통은 지금까지 대부분 밭에서 수확하여 그물망포장인 산물(bulk)로 일반 화물차량에 다단 적재하여 가락시장에 출하되고 차량에 적재된 상태로 판매가 끝날 때까지 경매장에 장시간 대기하여 그에 따른 상품가치 하락, 시장의 혼잡도 가중, 유통 지연 및 유통비용 증가 등의 여러 가지 문제를 야기하였다. 더욱이 가락시장에 출하되는 배추는 전국 공영도매시장 전체물량의 24.2%를 차지하고 있는 등 국민 식생활에 영향력이 커서 물류체계 선진화가 시급한 품목에 해당한다. 정부에서는 도매시장거래 디지털화 및 물류고도화를 위해 2023년 말부터 농산물 온라인도매시장을 출범하고 전자송품장제도를 도입하고 전국 공영도매시장에 단계적으로 확대하는 계획을 추진하고 있는데 이를 뒷받침하기 위해 도매시장 거래품목의 파렛트화가 우선적으로 필요하다. 본 연구는 배추 품목에 대해 산지부터 도매시장 출하까지의 유통ㆍ물류실태를 분석하여 기존 거래의 문제점을 파악하고 파렛트 출하ㆍ하차거래의 경제적 타당성을 분석하여 B/C Ratio가 1.31로 산정되어 경제성이 있는 것으로 판명하였다. 그리고 향후 추진될 도매시장 파렛트화와 물류개선에 대한 개선 방안을 제시하여 전국 공영도매시장의 물류효율화와 정부의 도매시장 거래 디지털화 추진에 유용하게 활용 될 것으로 기대된다.

영문 초록

Kimchi is the most traditional side dish, and a staple food for the average Korean table. Cabbage, the primary ingredient for Kimchi, is consequently the most widely consumed vegetable in Korea. It holds a pivitol role in the nation’s food culture and deeply influences the dietary habits of its citizens, both at home and when dining out. The distribution of cabbage in wholesale markets traditionally involved harvesting them from the fields, packaging them in bulk bags, loading them onto general cargo vehicles, and then transporting them to Garak Market. Once there, the cabbages often remained at auction sites for extended periods until they were sold. This led to various issues, such as diminished product value, increased market congestion, distribution delays, and escalating logistical costs. Furthermore, given that cabbages direct to Garak Market constitutes 24.2% of the nation’s total wholesale market volumes, there’s a pressing need to refine and modernize its logistical system. Considering these challenges, the government plans to initiate an online wholesale market for agricultural products by the end of 2023. This will also involve introducing an electronic delivery system intended to be rolled out gradually across all national public wholesale markets. However, for this endeavor to succeed, the preliminary steps of palletizing wholesale market products in essential. This research delves into the distribution and logistics of cabbage from its cultivation to the wholesale market. It pinpoints issues in the current logistics practices and evaluates the economic viability of pallet shipping and unloading. With a B/C Ratio of 1.31, the analysis confirms its economic feasibility. The study champions the advancement of palletization in wholesale markets, which is projected to enhance the logistical efficiency significantly, aligning with the government’s drive to digitalize and modernize the nation’s public wholesale markets.
