화물자동차 안전교육 프로그램 개발 및 추진전략에 관한 연구

국문 초록

물류산업 발전에 따라 화물자동차의 등록대수와 통행량도 늘어나고 있는 추세이며, 이로 인한 교통혼잡도와 교통사고 문제가발생한다. 화물자동차 교통사고의 치사율(100건 교통사고당 사망자수)은 2021년(2.8)이 2020년(2.7)보다 증가하였으며, 승용차와 승합차보다 2배정도 높은 실정이다. 많은 기존 연구에서 화물자동차의 교통안전을 위한 대책 중 운전자 교육을 중요한 사안으로 제시하였으나, 화물자동차 운전자 교통안전 교육프로그램 개발에 관한 연구가 미흡한 상황이다. 본 연구는 화물운수회사 안전 관리자와 화물자동차 운전자를 대상으로 설문조사를 진행하여 재직 중인 운전자들에게 적합한 교육 주요 내용, 교육 시기, 교육 방식등 교육프로그램 개발과 운영에 관한 요구사항을 파악하고, 운전자 특성에 맞는 화물자동차 운전자 교통안전 교육프로그램(안)을제시하였다. 또한, 국내 대표 화물운수회사 8개사에 대한 심층 인터뷰를 통해 화물자동차 운전자 교통안전 교육프로그램의 필요성을 확인하였으나, 화물자동차 운영 구조상 지입 차량과 개별화물이 많아 교육 기간에 화물자동차 운전자의 수입 보장에 대한 문제점이 존재하기에 교육프로그램의 추진을 촉진하기 위해서는 교육 이수에 대한 법·제도적 근거가 필요할 것임을 시사하였다. 실무 관점에서 제시된 문제점들을 해결할 필요가 있으며, 이에 본 연구는 집중하여 교육프로그램의 성공적 개발과 효율적 운영을위한 추진 전략을 제시하였다. 본 연구는 향후 한국교통안전공단을 비롯한 유관기관에서 화물자동차 운전자 교육프로그램을 추진시 기초 자료로 활용될 것으로 기대된다.

영문 초록

With the development of the logistics industry, there has been a rapid surge in truck traffic volume, giving rise to pronounced traffic congestion and a surge in traffic accidents. The fatality rate, which gauges the number of deaths per 100 traffic accidents, rising from 2.7 in 2020 to 2.8 in 2021. and was about twice higher than passenger cars and buses. This rate stood at nearly double that of passenger cars and buses. Although extant studies have underscored the significance of driver education as a pivotal factor in enhancing truck traffic safety, the realm of research concerning the formulation of comprehensive truck driver education programs remains underdeveloped. This study surveyed safety managers and truck drivers of freight transportation companies to identify the requirements for the development and operation of education programs such as the main contents, training period, and training method. Based on this, truck driver education programs (draft) are proposed by considering the truck drivers’ characteristics. In addition, 8 representative domestic freight transportation companies were selected to do in-depth interviews. Through this, the need for a truck driver traffic safety education program was confirmed. It was implied that legal and institutional support for education program’s development and management needs to be prepared. In light of these findings, this study elucidates a comprehensive strategy to foster the successful creation and streamlined operation of educational programs. The outcomes of this research are poised to serve as fundamental reference material for the formulation of targeted truck driver education programs within pertinent organizations, including the Korea Transportation Safety Authority, in the times ahead.
