부산 A공동주택 내 택배물류 공동화센터(LDC)의 운영실태 분석

국문 초록

그간 물류환경은 급속한 성장과 다각화가 진행되어 도시물류 및 생활물류 영역이 과거보다 크게 성장하였다. 코로나19 이후 비대면 환경의 지속과 디지털화로 온라인 구매 및 이를 통한 택배 물량이 크게 급증하였다. 또한 내가 사는 곳에 대한 안전과 보안의 중요성 역시 증대하면서 라스트마일 배송의 크고 작은 갈등이 사회 문제화 되고 있는 시점에서 이를 해소할 수 있는 방법 중하나가 택배물류 공동화센터(LDC)라 할 수 있다. 중요성에 비해 기 운영시설에 대한 실태 파악은 미비한 수준이라 실 운영 중인특정 센터를 중심으로 그 운영 현황을 살펴보고 문제점을 파악하는 것은 1차적으로 큰 중요성을 지닌다 할 수 있으며, 4차 산업혁명 기술과의 융합으로 고려되는 스마트 실증사업 등의 단계별 적용에도 기초자료로 크게 활용될 수 있을 것으로 기대된다. 사례지역인 부산 A공동주택은 2007년 준공된 약 1,150세대, 9개 동 규모의 아파트단지로 주변에 1만 세대 이상의 공동주택 및 오피스텔이 근접하고 있는 지역이며, 무엇보다도 2015년부터 2023년 현재까지 8년 이상 센터가 운영되고 있는 지역이라는 점이 본 연구에부합된다 할 수 있다. 운영실태 분석 결과, 사례지역의 LDC 운영은 안정화 수준으로 발전되어 가고 있는 것으로 파악되었으나, 초기 다수의 택배 기업 중 현재 3개만이 참여하고 있어 물류 수요의 추가 창출에는 한계가 있고, 대부분의 작업이 수작업으로 이루어지고 있는 부분들이 큰 한계로 파악되었다. 택배물류 공동화센터는 생활물류 규모의 배송 효율화 및 단지의 안전성 강화뿐아니라 도시 내 불필요한 차량을 감축할 수 있고, 이를 통한 환경적 악영향을 축소할 수 있는 장점까지 포함하고 있는 바 공공차원에서도 관련정책 추진이 활발히 모색되고 있다. 본 연구 결과는 관련 정책 추진에 큰 참고가 될 것으로 기대되는 만큼 부족한실태 파악 하에 시설 확충을 주장한 기존 연구와는 차별회된 의의를 가진다 할 수 있다.

영문 초록

The logistics environment has experienced rapid growth and diversification, and the areas of city logistics and life logistics have grown significantly compared to the past. After COVID-19, the volume of online purchases and courier deliveries has increased significantly due to the continuation of the non-face-to-face environment and digitalization. In addition, as the importance of safety and security in the place where I live is increasing, small and large conflicts in last-mile delivery are becoming a social issue, and one of the ways to resolve them is the LDC (Last-mile Delivery Center). Compared to its importance, the actual status of existing operating facilities is insufficient, so it can be said that it is of primary importance to examine the operation status and identify problems focusing on specific centers that are actually in operation. It is expected that it can be greatly utilized as basic data for step-by-step application of smart substantiation projects that are considered through convergence with the 4th Industrial Revolution technology. The case area, Busan A apartment house, is an apartment complex with approximately 1,150 households and 9 buildings, completed in 2007. It is an area with more than 10,000 apartment complexes and officetels nearby. Above all, it has been in operation for 8 years from 2015 to 2023. It can be said that the fact that this is the area where the above center is operated is consistent with this study. As a result of the analysis of the operation status, it was figured out that the LDC operation in the case area has developed to a stable level. However, only three of the initial large number of delivery companies are currently participating, so there is a limit to creating additional logistics demand, and most of the work is done by hand. These areas were identified as major limitations. LDC not only improves the efficiency of life logistics-scale delivery and enhances the safety of the complex, but also has the advantage of reducing unnecessary vehicles in the city and thereby reducing adverse environmental impacts. Related policies are also being promoted at the public level. This is being actively explored. The results of this study are expected to be a great reference in promoting related policies, so they can be said to have a different significance from existing studies that only argued for facility expansion.
