재건축 아파트 사업추진 단계별 가격변동에 관한 연구

국문 초록

본 연구에서는 창원시(의창구, 성산구) 중에서 재건축 사업이 진행중인 아파트들의 가격변동에 대해서 연구하였다. 창원시 재건축 아파트를 상세하게 분석해 보면 재건축 아파트 각 사업추진 단계별로 가격 상승 폭 또한 다르다. 재건축 아파트 사업추진 단계는 연구자에 따라 여러 가지의 관점으로 구분할 수 있으나 본 연구에서는 기본계획수립, 건축물 안전진단, 정비계획수립 및 정비구역지정, 추진위원회 승인, 조합설립인가, 시공자 선정, 사업시행인가, 관리처분계획인가 등 8개의 단계로 구분하였다. 패널데이터를 통하여 본 연구의 실증분석을 하기 위한 모형의 제시를 위하여 3단계의 단계적인 접근을 하였다. 우선 1단계는 하우즈만 검정(Hausman test)을 통하여 고정효과모형과 확률효과모형 둘 중에서 어느 모형이 더 적합한지를 판단하였다. 다음으로 2단계에서 하우즈만 검정으로 고정효과모형과 확률효과모형 두 개의 모형 중에서 본연구의 적합한 하나의 모형을 선택하였으며, 마지막으로 3단계는 본 실증분석 결과에서 선택되어진 확률효과모형을 각각 전체모형(모형 1)과 재건축단지특성+재건축추진단계특성 모형(모형 2) 그리고 재건축단지특성+거시경제특성 모형(모형 3)에 맞게 제시 함으로서 사업추진 단계별 재건축 아파트 가격변동 요인을 파악할 수 있었다. 실증분석 결과, 재건축 아파트 사업추진 단계별 가격변동에서 기본계획고시의 경우에는 창원시 재건축 아파트가격에 대하여 영향을 미치지 못하는 것으로 파악되었다. 또한 안전진단통과는 창원시 재건축 아파트가격에 대하여 6개월간 아파트 가격상승이 나타나는 것으로 파악되었다. 그리고 정비구역지정 고시 이후 3개월까지인 경우에는 창원시 재건축 아파트가격에 대하여 긍정적인 영향을 미치는 것으로 파악되었지만, 4개월 이후부터는 창원시 재건축아파트가격에 대하여 부정적인 영향을 미치는 것으로 파악되었다. 추진위원회구성의 경우에는 창원시 재건축 아파트가격에 1개월에서 3개월까지의 기간에 긍정적인 영향을 미치는 것으로 파악되었다. 조합설립인가는 12개월까지 창원시 재건축 아파트가격에 긍정적인 영향을 미치는 것으로 파악되었다. 사업시행인가는 3개월 또는 4개월까지의 경우에는 창원시 재건축아파트가격에 대하여 부정적인 영향을 미쳤지만, 4개월 이후에는 창원시 재건축 아파트가격에 대해 긍정적인 영향을 미치는 것으로 파악되었다. 관리처분계획인가 후 2개월부터 6개월까지의 경우에는 아파트가격에 대해 부정적인 영향을 미치는 것으로 파악되었다.

영문 초록

In this study, we studied the price changes of apartments undergoing reconstruction projects in Changwon City (Uichang-gu, Seongsan-gu). If you analyze the reconstructed apartments in Changwon City in detail, the amount of price increase varies depending on the stage of the reconstruction apartment project. The stages of reconstruction apartment project promotion can be divided into various stages, but in this study, basic plan establishment, building safety diagnosis, maintenance plan establishment and maintenance area designation, promotion committee approval, association establishment approval, construction contractor selection, project implementation approval, management and disposal plan It was divided into eight stages, including approval. As a result of the empirical analysis, it was found that the basic plan notice had no effect on the price of the reconstructed apartment in Changwon City in terms of price changes at each stage of the reconstruction apartment project. In addition, it was found that passing the safety inspection resulted in an increase in the price of rebuilt apartments in Changwon City for 6 months. In addition, it was found that it had a positive impact on the prices of rebuilt apartments in Changwon City for up to 3 months after the announcement of the designation of maintenance areas, but it was found to have a negative impact on the prices of rebuilt apartments in Changwon City after 4 months. In the case of the composition of the promotion committee, it was found to have a positive effect on the price of rebuilt apartments in Changwon City over a period of 1 to 3 months. It was found that the approval of association establishment had a positive effect on the prices of rebuilt apartments in Changwon City for up to 12 months. It was found that the project implementation approval had a negative impact on the prices of reconstructed apartments in Changwon City for up to 3 or 4 months, but had a positive effect on the prices of reconstructed apartments in Changwon City after 4 months. It was found that there was a negative impact on apartment prices from 2 to 6 months after the management and disposal plan was approved.
