국문 초록

본 연구는 최근 서울시 다세대주택의 전세사고가 특정 자치구에 집중되어 있음에 초점을 두고 서울시 전체 다세대주택의 전세위주로 살펴보았다. 서울시 전체구에서 거래된 다세대주택의 매매와 전세가격 자료를 분석한 결과, 일부 자치구에서 매매가격 보다 전세가격이 더 높은 현상이 발생한 것을 알 수 있었다. 이는 곧바로 임대차기간이 종료되면 임차권등기를 발생하고 전세보증사고로 이어진 것으로 볼 수 있다. 특히 부동산금융시장에서 금리가 상승하고 주택가격이 하락하는 주택시장상황에서 현 전세보증반환보험에서 산정한 기준으로 인하여 전세보증사고는 증가하고, HUG는 부실화와 이를 기준으로 한 다른 주택의 깡통전세화가 더 가속화 될 우려도 있다. 따라서 가격적 측면에서의 검토를 위주로 보면 특히 주택가격이 불확실한 다세대주택의 경우 HUG의 전세보증금 반환보증보험의 주택가격 산정기준을 보수적으로 적용해야 하겠다. 본 연구의 결과는 정책당국자와 관계기관 및 임차인에게는 주택 임차에 관한 보다 합리적인 의사결정의 참고자료가 되는 등 전반적인 주거안정성의 질을 개선하는데 도움이 되었으면 한다.

영문 초록

This study focused on the recent concentration of jeonse accidents in multi-family houses in Seoul in specific autonomous districts, focusing on jeonse for all multi-family houses in Seoul. As a result of analyzing the sales and lease price data of multi-family houses traded in all districts of Seoul, it was found that the lease price was higher than the sale price in some autonomous districts. This can be seen as causing lease registration when the lease period ends immediately and leading to a lease guarantee accident. In particular, in the housing market where interest rates rise and housing prices fall in the real estate finance market, jeonse guarantee accidents increase due to the criteria calculated by the current jeonse guarantee return insurance, and HUG is feared to further accelerate the insolvency and can charter of other houses. Therefore, focusing on the price review, HUG's housing price calculation standard for jeonse deposit return guarantee insurance should be conservatively applied, especially for multi-family houses with uncertain housing prices. It is hoped that the results of this study will help improve the overall quality of housing stability, such as serving as a reference for more reasonable decision-making on housing lease for policymakers, related agencies, and tenants.
