Abstract (Purpose) This study aimed to find out the budget scale and the amount of writers’ or publishers’ individual compensation when public lending right is introduced. Thus, this study attempted to find out the public lending compensation and analyze the trend, based on the public lending compensation systems of Sweden and Taiwan, by utilizing the 2018 to 2019 Korean public library loan data from Library Bigdata. (Design/methodology/approach) When it comes to the standard of public lending compensation, only the loan data of public libraries can be used to calculate the public lending compensation, and as research subjects, Taiwan and Sweden were selected because their public lending compensation systems were quite comparatively analyzable and their methods of calculation were more concrete than others. Based on the public lending compensation systems of Taiwan and Sweden, this study analyzed the public lending compensation of Korea by applying the loan data of Korean public libraries that had taken out loans over 10 times from 2018 to 2019. (Findings) The analysis results show that the public lending compensation based on the loan of public libraries was limited in terms of compensation recipient, and the amount of compensation was paid quite low for each writer. Some argued that the introduction of public lending compensation would secure the livelihood of writers and provide favorable functions as a policy of culture & arts promotion, but it was found to be very ineffective. Another finding is that in other countries that operate public lending compensation systems, including Sweden and Taiwan, governments are mostly in charge of preparing financial resources of the compensation. (Research implications or Originality) This study has significance in comprehending the scale of budgets and analyzing the trend through empirical research methods prior to the introduction of a public lending compensation system.
