생활안전경찰 중간관리자와 CPO의 CPTED 관련 인식 차이에 대한 실증연구

국문 초록

연구는 범죄예방에 중요한 역할을 하는 생활안전과의 중간관리자(과/계장)와 실무자(CPO)의 CPTED 사업 관련 문제점, 교육에 대한 인식 차이를 조사하기 위하여 서울경찰청 협조를 통해 74명에게 설문조사를 실시하였다. 독립표본 t검정을 통해 CPTED 사업에 대한 인식 차이를 분석한 결과, 집합효능감, 경찰신뢰, 유지관리에서 통계적으로 유의미한 차이를 보였으며 전반적으로 중간관리자가 CPTED 사업에 대해 실무자보다 더 긍정적으로 인식하고 있다. 또한 교차분석 결과, CPTED 사업의 문제점으로 실무자는 타 기관과의 협업, 중간관리자는 예산 부족을 가장 큰 문제로 인식하였으며, CPO 전문교육에 대해서 실무자는 CPO 실무사례 공유를 중간관리자는 CPTED 이론교육이 가장 필요하다고 응답하였다. 위 연구결과를 통하여 경찰의 CPTED 업무를 다루는 실무자와 중간관리자사이에 존재하는 인식 간 괴리를 실증적으로 확인하였고 이를 통해 범죄예방업무 효율성과 성과 제고를 위해 생활안전경찰 조직의 상하 구성원 간 소통노력이 매우 중요함을 확인하였다.

영문 초록

This study conducted a survey of 74 individuals, middle managers (supervisors/chiefs) and practitioners(CPOs) of Community Safety Police, which play a crucial role in crime prevention, with the cooperation of the Seoul Metropolitan Police to investigate their perceptions of the issues related to the CPTED projects, as well as their perceptions regarding education. The results of an Independent Samples t-test analyzing the perception differences regarding CPTED projects showed statistically significant differences in collective efficacy, trust of the police, and maintenance. Overall, middle managers exhibited a more positive perception of CPTED projects compared to practitioners. Furthermore, the results of the Cross tab analysis revealed that middle managers recognized budget constraints while practitioners perceived collaboration with other organizations as the most significant problem with CPTED projects and regarding specialized CPO training, practitioners indicated a need for sharing practical CPO case studies, while middle managers responded that CPTED theoretical education is the most necessary. Through the above research results, it was empirically confirmed the perception gap between practitioners and middle managers who handle the police's CPTED tasks. This underscores the importance of communication efforts between the upper and lower members of the Community Safety Police organization to enhance the efficiency and effectiveness of crime prevention tasks.
