국문 초록

연구목적 : 근로자의 안전의식,제도변화,위험체감도,작업위험도 및 안전중요를 공정별로 분석하여 재해를 예방하는데 있다. 연구방법 : 항목의 타당성을 위하여 델파이분석과 공종별(15개) 인원 300명을 대상으로 변수의 상관관계수 합계와 각각의 문항으로 나누어 중요도를 도출하였다. 연구결과 : 제도변화에 따른 안전중요도 종합 분석 결과 금속창호공종에서 근로자과실 책임부여가 중요요인으로 확인 하였으며, 조적공은 안전관리자 선임기준확대가 1순위로 나타났다. 또한 수장공에서 근로자관실 책임부여가 3위로 분석되었다. 결론 : 근로자의 과실 발생 시 책임 10%를 부여하는 제도의 신설 가정과 개정된 산업안전보건법을 근거로 안전중요도를 분석한 결과 15개 공종에서 근로자 과실 책임부여, 사업주 책임확대가 포함되었다. 이 결과는 근로자 책임부여와 사업주 책임을 확대하면 재해가 낮아진다는 결과이다. 우리나라의 현행 법은 근로자 과실이 있더라도 산업재해보상보험을 100% 보장 해주고 모든 과실을 사업주에게 책임이 있는 제도이다. 근로자 본인 스스로에게 책임을 부여 하면 재해는 줄어 들 것이라 판단된다.

영문 초록

Purpose : It is to prevent disasters by analyzing workers' safety awareness, institutional changes, risk sensitivity, work hazard and safety importance on a process-by-process basis. Method : In order to ensure the validity of the items, 300 people of Delphi analysis and co-species (15) were divided into the sum of the correlations of the variables and the respective questions to derive the importance. Result : As a result of the comprehensive analysis of the safety importance due to the change in the province, the granting of responsibility for workers' negligence in the metal window construction type was confirmed as an important factor, and the expansion of the standard for the appointment of safety managers in the construction industry was the No. 1 priority. In addition, the assignment of responsibility to the Workers' Office in the chieftain was analyzed as the 3rd place. Conclusions : An analysis of safety importance based on the new assumption of a system that grants 10% liability in the event of negligence of workers and the revised Occupational Safety and Health Act found that 15 categories included the granting of employee negligence liability and the expansion of employer liability. The result is that expanding worker accountability and employer accountability lowers disasters. The current law of our country is a system that guarantees 100% of the industrial accident compensation insurance even if there is negligence of the workers, and the employer is responsible for all negligence. It is believed that if the workers themselves are held accountable, the number of disasters will be reduced.
