공공기관의 지역사회돌봄체계 구축에 관한 사례연구

국문 초록

감염병 재난은 일반적인 재난과 비교할 때 상대적으로 국민들의 일상에 직접적이면서도 강력한 영향을 미치기에 짧은 시간 안에 대응하는 능력이 요구되는 상황이다. 그러나 사회복지영역에서 재해·재난 관리에 대한 통합된 명령체계와 조정, 재난 거버넌스의 협력에 대해 고찰한 연구는 전무하다. 이에 본 연구는 서울시사회서비스원의 긴급돌봄서비스를 분석하여 향후 다시금 맞닥뜨리게 될 신종 감염병 재난 상황에 대비할 수 있는 기본 자료를 마련함과 동시에 사회적 함의를 분석하였다는 것에 의의가 있다. 구체적인 연구결과로 도출된 주제는 긴급돌봄체계 구축을 위한 제도적·정책적 시도와 노력, 긴급돌봄서비스를 위한 컨트롤타워의 역할, 긴급돌봄서비스의 성과 및 향후 과제 등이다. 도출된 주제를 바탕으로 분석한 사회적 함의는 공공돌봄 영역이 돌봄 취약계층의 안전보호체계 마련에 대한 책임과 역할을 인식하고 긴급돌봄체계를 구축하였다는 것, 긴급돌봄서비스의 효과적 운영을 위해 소통채널을 마련하고 관련 기관들과의 협력 및 조정 역할을 수행하였다는 것 등이다. 최종적으로는 긴급돌봄에 대한 상시화의 필요성이 대두되었고 코로나19 이후 긴급돌봄의 영역을 재규정하고 사회적 논의를 통한 정책 마련 노력이 필요함을 확인하였다.

영문 초록

Infectious disease disasters have a relatively direct and powerful impact on people's daily lives compared to general disasters. Therefore, the ability to respond in a short time is required. However, there is no study examining the integrated command system and coordination of disaster and disaster management and cooperation in disaster governance in the social welfare area. Therefore, this study analyzed the emergency care service of the Seoul Social Service Center. The purpose is to prepare basic data to prepare for new infectious disease disasters that will reappear in the future. At the same time, it is meaningful that the social implications were analyzed. Topics derived from specific research results include institutional and policy attempts and efforts to establish an emergency care system, the role of a control tower for emergency care services, and achievements and future tasks of emergency care services. The social implications analyzed based on the derived themes are that the public care sector recognizes its responsibility and role in preparing a safety protection system for the vulnerable class and establishes an emergency care system, and communication channels for effective operation of emergency care services. and that it played a role of cooperating and coordinating with related organizations. Ultimately, the need for regularization of emergency care emerged, and it was confirmed that efforts to redefine the scope of emergency care after COVID-19 and prepare policies through social discussions were necessary.
