국문 초록

수사권 조정과 관련하여 ‘수사ㆍ기소 분리’ 등 경찰권 강화에 따른 경찰의 권력 비대화 우려를 불식시키고, 자치경찰제도를 성공적으로 정착시키기 위해서는 인권친화적 경찰로 거듭나야 한다. 이에 이 연구는 경찰관 심층 인터뷰를 통하여 담당 조직과 업무를 중심으로 인권보호 활동의 현황과 문제점을 알아보고 인권친화적 경찰활동 전략을 수립하기 위한 시사점을 얻고자 하였다. 연구목적을 위하여 인권담당 경찰관 및 수사 부서 등에 근무하는 경찰관 15명을 대상으로 경찰 인권보호 담당 조직 및 업무, 인권교육에 대한 개선점과 현장 경찰의 애로사항, 인권친화적 경찰활동 전략에 대한 내용을 중심으로 심층인터뷰를 실시하였다. 심층인터뷰 결과 경찰 인권담당 조직과 인력, 인권교육의 문제점, 잘못된 수사관행, 성과위주의 문화 등 다양한 조직적인 문제점이 제시되었다. 인터뷰 결과를 토대로 인권전담 부서의 설치, 인권위원회의 권한과 역할 재정립, 인권교육 내용 및 방법의 세부대책, 조직문화의 개선, 사회적 약자에 대한 인권대책, 경찰 내부인권의 강화 등 인권친화적 경찰활동을 위한 전략을 도출하였다.

영문 초록

In order to dispel concerns about the police's enlargement of power due to the adjustment of investigative powers and to successfully establish an local police system, it is necessary to be reborn as a human rights-friendly police force. Through in-depth interviews with police officers, this study sought to find out the current status and problems of human rights protection activities, focusing on the organization and work in charge, and to obtain implications for establishing human rights-friendly police activity strategies. For the purpose of the study, in-depth interviews were conducted with 15 police officers in charge of human rights and investigation departments. As a result of the in-depth interview, various organizational problems such as the organization and personnel in charge of police human rights, problems of human rights education, wrong investigation practices, and a performance-oriented culture were identified. Based on the interview results, it was proposed to establish a human rights department and redefine the rights and roles of the Human Rights Commission. In addition, strategies for human rights-friendly police activities were presented, such as concrete plans for human rights education contents and methods, improvement of organizational culture, human rights measures for the socially underprivileged, and strengthening of internal human rights in the police.
