국문 초록

이 연구는 우리나라 대학 일반재정지원사업의 성과기반 재정배분의 개선방안을 모색하는 데 목적이 있다. 이를 위하여 우리나라보다 먼저 대학 재정배분에서 성과주의제도를 도입한 미국과 핀란드의 사례를 토대로 시사점을 얻는 국제 비교연구 방법을 사용하였다. 국제비교 분석결과를 토대로 한국의 대학혁신지원사업 성과기반 재정배분제도에 개선방안을 제시하면 다음과 같다. 첫째, 대학에 대한 성과기반 재정배분제도는 정량지표 기반의 절대평가를 기반으로 운영하되 기준값에 미달하거나 하위집단에 대해서만 모니터링 기반의 정성평가를 추가하는 방안을 적용할 필요가 있다. 둘째, 대학의 핵심기능인 교육(teaching)에 대한 성과지표로서 ‘산출’ 지표로서 졸업이나 취업 관련 지표를 추가하되, 대학의 실질적인 노력의 성과를 반영할 수 있도록 형평성 지표를 보완할 필요가 있다. 셋째, 대학의 특성을 고려한 유형별 차별화된 공통 성과지표의 적용방안을 검토할 필요가 있다. 구체적으로 ‘차등적인 가중치 적용’과 ‘차별성 있는 성과지표의 적용’의 두 가지 접근방법을 제안하였다. 넷째, 고등교육정책 목표와 직접적으로 관련된 보다 합리적인 ‘정책지표’의 개선방안을 제안하였다. 다섯째, 대학의 자율 성과지표 선정 시 정성평가 기반의 개별지표보다는 일정한 범위의 성과지표 군 내에서 대학들이 선택하고 관리할 수 있는 정량평가 지표를 제시할 필요가 있다. 끝으로, 자율 성과지표에 대한 컨설팅과 평가를 일정한 주기로 설정하고 성과관리 효율성을 제고의 적용방안을 제안하였다.

영문 초록

The purpose of this study is to find ways to improve the performance-based financial allocation of general financial support programs for universities in Korea. To this end, an international comparative research method was used to obtain implications based on the cases of the United States and Finland, which introduced performance-based systems in university financial allocation before Korea. The implications for policy improvement based on the results of international comparative analysis are as follows. First, the performance-based financial allocation system for universities is operated based on absolute evaluation based on quantitative indicators, but it is necessary to apply a method of adding monitoring-based qualitative evaluation only for subgroups that do not meet the standard value. Second, it is necessary to add indicators related to graduation or employment as 'output' indicators as performance indicators for teaching, a core function of universities, but supplement equity indicators to reflect the achievements of universities' practical efforts. Third, it is necessary to review the application method of differentiated common performance indicators by type considering the characteristics of universities. Specifically, two approaches were proposed: ‘applying differential weights’ and ‘applying differentiated performance indicators’. Fourth, a more rational improvement plan for 'policy indicators' directly related to higher education policy goals was proposed. Fifth, when selecting the autonomous performance indicators, it is necessary to present quantitative indicators from which universities can select within a certain range rather than individual qualitative indicators. Lastly, consulting and evaluation of autonomous performance indicators should be set at a certain periodic cycle.
