유보통합 재정소요 추계 연구

국문 초록

본 연구는 유아교육과 보육의 통합(유보통합)에 소요되는 재정 규모를 추정하는 데 주된 목적이 있다. 이를 위해 현재의 유아교육 및 보육재정 규모를 추정하였고, 추정 결과를 토대로 유아교육 및 보육 통합 시의 재정소요를 선행연구 기반, 표준보육비 및 표준유아교육비 기반 등 두 가지 방식으로 추계하였다. 연구 결과 2022년 기준 유아교육 및 보육재정의 전체 규모는 19.34조 원으로 추정되었다. 유보통합 재정 규모를 선행연구 기반 방법으로 추정하는 경우, 2023년부터 5년 간 연평균 약 8조 원의 추가적인 재정소요가 예상되었다. 표준보육ㆍ유아교육비에 기초해 추정했을 때에는 2023년부터 5년 간 연평균 중위 추계 기준 약 7,418억 원의 유휴자금이 발생하나, 적정 수준의 유아교육 및 보육을 달성하기 위해 표준보육ㆍ유아교육비 인상을 고려하면 중위 추계 기준 10% 인상 시 2023년부터 연 평균 1.92조 원, 15% 인상 시 5.75조 원이 추가 소요되는 것으로 나타났다. 이상의 연구 결과를 토대로 유아교육ㆍ보육지원특별회계 설치 및 재원 확보에서의 시사점을 제시하였다.

영문 초록

The main purpose of this study is to estimate the fiscal size of early childhood education and care (ECEC) integration. To do this, this study estimated the current fiscal size of ECEC, and based on the estimation results, the fiscal cost of integrating ECEC was estimated in two ways: based on previous studies and based on standard unit cost of early childhood and standard unit cost of infant care. The study estimated the total size of ECEC financing as of 2022 was estimated to be KRW 19.34 trillion. Estimating the size of the fiscal size of ECEC integration based on previous studies, it was estimated that an average of about KRW 8 trillion would be required annually for five years starting in 2023. Based on standard unit costs, an annual estimate of KRW 741.8 billion could be generated over the five-year period from 2023. However, when considering the proposed increase based on the appropriate level of ECEC, it was found that a 10% increase would cost an average of KRW 1.92 trillion per year from 2023, and a 15% increase would cost KRW 5.75 trillion. Based on the findings of the study, implications for the establishment and financing of a special account for supporting ECEC are presented.
