루마니아의 통합전환과 유럽문화수도 시비우의 상징성

국문 초록

서유럽을 중심으로 운영되던 ‘유럽 문화수도’ 프로그램은 2004년 이후 동유럽국가들의 회원국 가입에 따라 그 외연을 넓히게 된다. 정치와 경제적인 측면에서 그동안 견지했던 유럽연합의 ‘확장’은 이 문화 이니셔티브를 통해 유럽의 문명과 정체성을 확인하는 ‘내면화’로 선회하게 된다. 유럽연합이 그동안 가졌던 통합의 피로와 정체성의 거리감을 문화라는 키워드로 극복하기 시작한 것이다. 경제와 정치 협력을 기조로 시작된 동서유럽의 교류는 다양한 분야에서 확대되었는데, 이는 ‘서유럽의 동진’이자 ‘동유럽의 서진’이라는 상징성 외에도 ‘하나의 유럽’으로의 복원을 시사해준다. 다분화된 유럽 사회를 ‘도시’라는 하나의 코드로 통일함으로 문명과 문화의 추구라는 보편적 인류 가치를 함의하고자 한 유럽 문화수도는 시비우의 경제적 효과에 긍정적이었으며, 도시뿐만 아니라 루마니아의 문화적 정체성과 역사적 유산을 전 세계에 알릴 기회도 만들어 주었다. 문화와 경제를 결합한 ‘컬처노믹스’ 그리고 역사와 문명을 기반으로 한 도시문화의 공유는 2004년 NATO 가입을 상징으로 한 ‘정치적 통합’과 2007년 유럽연합 가입을 통한 ‘경제적 통합’에 이어 루마니아가 유럽을 향해 한 발 더 다가갈 수 있는 ‘문화적 통합’의 기회를 만들어 주었다.

영문 초록

The ‘European Capital of Culture’ program, which was operated mainly in Western Europe, expanded its scope after 2004 when Eastern European countries joined as member countries. The ‘expansion’ of the European Union, which has been maintained in terms of politics and economy, will turn into a ‘internalization’ that confirms Europe’s civilization and identity through this cultural initiative. The European Union has begun to overcome the tiredness of integration and the sense of distance of identity with the keyword of culture. Exchanges between East and West Europe, which began on the basis of economic and political cooperation, expanded in various fields. In addition to the symbolism of ‘Eastward advance of Western Europe’ and ‘Westward advance of Eastern Europe’, this suggests the restoration of ‘one Europe’. The ‘European Capital of Culture’, which seeks to imply the universal human value of the pursuit of civilization and culture by unifying the diversified European society with one code called ‘city’, has positively impacted Sibiu's economic effect, and it also created an opportunity to promote not only the city, but also Romania's cultural identity and historical heritage to the world. ‘Culturenomics’, which combines culture and economy, and the sharing of urban culture based on history and civilization, gave Romania an opportunity for ‘cultural integration’ to take a step closer to Europe, beyond ‘political integration’ symbolized by NATO membership in 2004 and ‘economic integration’ through EU membership in 2007.
