국문 초록

4세기 로마에서 측근정치가 발달하는 과정에서 비선세력인 환관과 황제의 정적들이 세력경쟁을 하는 구도가 형성되었다. 배경이 된 것은 제국이 관료주의화하는 과정에서 황제가 간편하고 효율적인 비선정치(秘線政治)를 선호한 점이다. 그러한 탓에 환관세력이 중용되어 정치사적으로 새로운 양식의 통치와 권력경쟁이 전개되었다. 이 환관은 황제와 동일한 정치적 이해관계로 결속되어 있어서 일반적으로는 황제와 세력경쟁적 관계에 있는 막강한 관직자들과 대척적 관계에 서게 되었다. 황제의 정적들 중에는 친척들도 있었는데 그 예로 콘스탄티우스 2세의 사촌 갈루스와 율리아누스가 있다. 이들은 콘스탄티우스가 신임하던 선임환관 에우세비우스와 적대적 관계를 형성했고 갈루스는 그런 투쟁의 과정에 처형이 되었으며 율리아누스는 견제와 감시를 당한 이후 나중에 복수하였다. 그러나 관계의 유형이 적대적인 것만도 아니어서 실리적인 이해관계에 따라 환관은 황제의 친척과 협력적 관계를 형성하기도 했다. 구 콘스탄티누스 황가의 일원인 프로코피우스는 재정적 지원을 얻고자 퇴출된 전직환관 에우게니우스와 연대를 형성하였다. 황제의 비선정치는 환관의 중용을 낳았고 그 환관이 정치적으로 야심을 펴는 데에 황제친척이 우호적, 적대적으로 작용한 실례를 서기 4세기에서 찾을 수 있다.

영문 초록

The Roman empire in the 4th century experienced the latent struggles in the court while the Proximi-policy of the emperor has been developed. The two representative rivalries were the relatives of the emperor and the court eunuchs as the secret line power. In the background one finds the preference of the emperor for the policy of secret line namely simple and effective policy because the empire was gradually bureaucraticized and some hole in the system came to being. The eunuchs were united with the emperor because of same interests therefore they found themselves in the opposite place to the influential political power groups. One of the rivals of the emperor was his relatives, for instance, Gallus and Julianus were the rivals of the Roman emperor Constantius II. They built up the antagonistic relations with the grand chamberlain Eusebius, the favorite person of Constantius II. Gallus was condemned to death, and Julianus was checked and supervised by the eunuch but in the final this eunuch was revenged by Julianus. However, the model of those relations were not always antagonistic but sometimes the eunuchs built up a cooperative relation for the purpose of practical interest. For example, in the year of 365 one ex-member of Constantine imperial family, Procopius, visited one ex-court eunuch, Eugenius. He wanted to be supported financially by the eunuch for his planned rebellion. Seen in the power relations of Roman imperial court in the 4th century the non political power like court eunuchs rose on the stage of the powers because of the favor of proximi-policy of the rulers. Even these eunuchs were empowered to the degree that they proved some rivalry with the relatives of the emperor. The consequences of the secret line policy led to the more rooms for power fluctuations or power rivalries in the imperial court.
