軍 범죄예방을 위한 CPTED 적용효과 및 개선방안에 관한 연구

국문 초록

본 연구에서는 군내외 범죄발생 경향과 그동안 CPTED 연구, 적용사례를통해 CPTED 기법의 적용효과를 분석하고 군 범죄예방에 적용하기 위한 개선방안을 연구하였다. 특히, 군 최초로 CPTED 시범적용 사례를 통해 CPTED가군 범죄감소, 치안 및 안전도 인식에 긍정적 효과가 있음이 확인되었다. 이에본 연구는 CPTED를 군 범죄예방에 적용하기 위한 개선방안을 제시하였다. 첫째, 군에 맞는 CPTED 적용 도입모델 개발이다. 본 연구에서는 CPTED 원리에 기반한 사전조치, CPTED 실시, 사후관리 순으로 진행되는 범죄예방활동모델을 제시하였다. 둘째, CPTED 전문가(MCPO) 양성이 필요하다. 현재軍에는 CPTED 적용을 위해 필요한 CPTED 전문인력은 부족한 실정이다. 향후, 군사경찰의 군 범죄예방진단팀(MCPO)운영을 위한 전문가 양성은 필수적이다. 셋째, CPTED 공감대 형성 및 범죄예방 협의체 활성화가 필요하다. 군에 CPTED를 성공적으로 적용하기 위해서는 무엇보다 범죄예방 주체간 책무가 명확히 규정되어야 하고, 각 주체들 간 CPTED 적용에 대한 공감대를 형성한 가운데 협의체를 재정비하고 활성화 해야 한다. 이 경우 군내외 전문기관과 협업도 병행해야 할 것이다. 넷째, 군내 CPTED 적용을 위한 제도화가필요하다. 군 CPTED를 보다 시스템적으로 적용하기 위해서는 범죄예방 활동에 대한 주체를 확대하고 책무를 명확히 하는 것이 중요하다. 이를 위해 군에서도 법적․제도적 기반을 마련할 필요가 있으며, 군 규정과 지침에 CPTED 개념을 반영하여 CPTED가 제도화가 되도록 해야 할 것이다.

영문 초록

This research analyze the effect of the Application of CPTED and study improvement measures for the Prevention of Military Crime through various studies and CPTED application cases, military crime trends and crime trends. In particular, it was confirmed that the CPTED has a positive effect on military crime reduction, security and safety awareness through the first CPTED application case in the military. Therefore, this study suggested improvement measures to apply CPTED to the prevention of military crimes. First, it is the development of a CPTED-applied introduction model suitable for the military. In this study, a crime prevention activity model was presented in the order of pre-measures based on the CPTED principle, CPTED implementation, and follow-up management. Second, it is necessary to train CPTED experts (MCPO). Currently, the military lacks CPTED professionals necessary for CPTED application. In the future, it is essential to train experts for the operation of the Military Crime Prevention Officer (MCPO) of the military police. Third, it is necessary to form a CPTED consensus and activate a crime prevention consultative group. In order to successfully apply CPTED to the military, above all, responsibilities between crime prevention agents must be clearly defined and the consultative group must be reorganized and activated while forming a consensus on the application of CPTED among each agents. In this case, collaboration with specialized institutions inside and outside the military should also be carried out. Fourth, institutionalization for the application of CPTED to the military is necessary. In order to apply CPTED more systematically, it is important to expand the agents of crime prevention activities and clarify its responsibilities. To this end, the military also needs to establish a legal and institutional foundation and CPTED should be institutionalized by reflecting the concept of CPTED in military regulations and guidelines.
