범죄예방진단팀(CPO)의 CPTED 전략과 실태에 대한 인식 연구

국문 초록

각종 생활공간 속에서 누구나 범죄의 피해자가 될 수 있다는 불안감이 커짐에 따라 관련 행정기관들은 시민들의 범죄예방에 대한 요구에 맞추어 새로운 정책대안을 제시하고 있다. 이에 경찰청에서는 2016년 6월 1일 전국 1급지경찰서 140여 개소에 범죄예방진단팀(Crime Prevention Officer: 이하 CPO)을조직하였고, 본격적인 범죄예방 전담업무를 수행하는 적극적 의지를 드러냈다. CPO란 시·군·구 또는 읍·면·동 단위의 범죄환경과 범죄발생 요인을진단 및 분석하고, 타 기관 및 주민들과의 협력강화, 범죄피해자들에 대한 위무 활동과 방범 활동 홍보강화 등의 기능을 수행하는 경찰관으로 정의할 수있다. 현재 CPO는 범죄 다발지역을 분석하고 위험요소를 진단하며 필요한 방범시설물을 설치하는 등 CPTED 전략을 적용하여 직접 현장에서 근무하고 있으며 이는 CPO가 CPTED 업무담당자를 의미한다고 할 수 있다. 본 연구에서는 CPTED 사업에서 중요한 역할을 하는 CPO의 인식을 조사하기 위해 서울경찰청 생활안전과의 협조를 받아 서울에 있는 CPO를 대상으로 설문조사를 실시하였다. 연구 분석결과, CPO의 체계적인 교육이 필요하다는 질문이 가장 긍정적으로 나타났으며 CPO 전문교육에 있어 가장 중요한부분은 실무사례 공유와 전문가의 범죄예방/CPTED 이론교육임을 알 수 있었다. 또한 CPTED 사업이 주민들의 경찰신뢰에 영향을 미친다고 생각할수록CPTED 사업의 핵심요소인 주민홍보, 타겟하드닝의 효과성, CPO의 교육필요성에 대해 긍정적으로 인식하고 있다는 것을 확인하였다. 이러한 연구결과를 바탕으로 위 연구에서는 CPTED 사업의 효과 및 핵심요소와 CPO의 중요성을 확인함으로써 앞으로 CPO의 발전방안과 CPTED 사업과의 중요성을 제시 및 강조하였다. 이는 CPO의 인식조사를 위한 기초적자료로 의미가 있으며 앞으로도 CPO가 국민의 생활안전을 책임지는 전문가로서 역할을 다할 수 있도록 지속적인 연구과 지원을 이어나가야 할 것이다.

영문 초록

There has been growing anxiety that anyone can be a victim of crime in various places, and related administrative agencies are proposing new policy in line with the civil society’s demand for crime prevention. On June 1, 2016, the National Police Agency organized a Crime Prevention Officer (CPO) at 140 nationwide priority(1급지) police stations and disclosed its active will to perform full-scale crime prevention tasks. The definition of the CPO is police officer who performs functions such as diagnosing, analyzing the crime environment and crime occurrence factors in Si/Gun/Gu or Eup/Myeon/Dong level, strengthening cooperation with other institutions and residents, and strengthening the promotion of commission activities and crime prevention activities for victims of crime. At present, CPO works in the field by applying the CPTED strategy, such as analyzing crime hot spots, diagnosing risk factors, and installing necessary crime prevention facilities which can be said to mean CPTED personnel. In this study, in order to research the perception of CPO’s that have an important role in the CPTED project, a survey was conducted on CPO’s in Seoul Metropolitan Police Safety Division. As a result of the study analysis, the question of the need for systematic education of CPO was most positive, and the most important parts of CPO professional education were sharing the actual case and crime prevention/CPTED theory education by an expert. In addition, it was confirmed that the more people think that the CPTED project affects the trust of the police, the more positive they are aware of the core elements of the CPTED project, the effectiveness of target hardening, and the need for education of CPO. Based on these findings, the above study presented and emphasized the future development plan of CPO and the importance of CPTED projects by confirming the effectiveness and key elements of CPTED projects and the importance of CPO. This is meaningful as basic data for CPO's perception survey, and additional research and support should be continued so that CPO can do its role as an expert responsible for the people's safety of life.
