“Special Law on Establishment of Gangwon Special Autonomous Province”(hereinafter referred to as ‘Gangwon Special Law’) that was enacted on Jun. 10, 2022 and amended once is scheduled to be implemented beginning from Jun. 11, 2023. Meanwhile, several amendment drafts have been submitted to the National Assembly for the reason that it could not achieve its original cause or autonomous decentralization due to the unclear legislative goals and lack of specific prescriptions. On the other hand, Gangwon Province Education Office that is not a local autonomous administration faces another problem different from those of Gangwon Province. Under our legal system separating the educational autonomy functionally from the administrative one, Gangwon Special Law based on the concept of the decentralization raises another problem how far the superintendent of education could exert his/her authority in the educational and academic areas. This study analyzes the processes of enacting Gangwon Special Law and examines the efforts made by Gangwon Education Office in preparation for the special law and thereby, suggests the direction and challenges for realization of Gangwon special educational autonomy. First of all, it is essential to set some new goals conforming to Gangwon special educational autonomy, reflecting the current goals and philosophy of Gangwon Education Office. From the ordinary perspective of autonomy, Gangwon Education Office needs to associate and cooperate with Gangwon Province, but in order to keep the educational independence and professionalism, it is also necessary to urge Gangwon Province to develop some educational understanding and culture. To this end, it is deemed necessary to arrange some logical grounds through close examination of the national policies to persuade the central government, while exploring some special policies reflecting the educational subjects’ opinions widely, not just those of the few executive lines to help realize a genuine citizens’ autonomy. All in all, Gangwon Special Educational Autonomy should aim at overcoming the falling behind of Gangwon province, enhancing Gangwon people’s educational welfare, preventing the disappearance of the rural areas, providing for diverse educational opportunities and then, conducing to both provincial and national development.
