비자발적 내담자의 상담 참여와 협력 방안 연구 - 법무보호복지공단 출소자 의무 상담을 중심으로-

국문 초록

본 연구는 법무보호복지공단의 상담지원서비스 중 의무상담에 초점을 맞추어상담현황과 문제점을 분석하고 대안을 제시하고자 한다. 법무보호복지공단의 법무보호대상자에 대한 상담지원에서 2019년부터 의무상담이 강화되면서 의무상담의 효과성이 중요해지고 있다. 본 연구는 2012년부터 2019년까지의 상담지원에 관한 문헌을 중심으로 분석하였다. 분석결과 현재까지 의무상담의 효과성은확인되지 않는다. 또한 법무보호대상자의 의무상담에 대한 참여 동기가 낮고, 사회재적응을 위한 건강과 경제적, 사회적 자원의 취약성으로 심리치료만으로 변화를 끌어내기 쉽지 않으며, 개인이나 집단 특성이 다양해서 표준화된 개입이 적절하지 않음을 확인하였다. 의무상담의 효과를 높이려면 상담회기의 확대나 기법의다양성을 넘어서 의무상담의 특성과 의무상담 대상자의 사회재적응 조건에 대한통합적인 이해가 필요하다. 이를 바탕으로 강점기반 접근 적용으로 법무보호대상자의 적극적인 상담 참여를 끌어내는 것과 사례관리 체계 구축으로 상담과 기관내 다른 지원 영역 및 지역사회와 협력과 소통을 강화하여 자원을 확장할 것을제안하였다.

영문 초록

The aim of this study to analyze the current status and problems of counseling and suggest alternatives, focusing on compulsory counseling for ex-prisoners by Korea Rehabilitation Agency. As compulsory counseling has been strengthened since 2019 in counseling support of Korea Rehabilitation Agency, the effectiveness of compulsory counseling is becoming important. This study analyzed the literature on counseling support from 2012 to 2019. The results of the analysis show that the effectiveness of compulsory counseling has not been confirmed until now. In addition, it was confirmed that the motivation for participation in compulsory counseling was low, and the vulnerability of health, economic and social resources for social rehabilitation made it difficult to make changes only by psychotherapy, and the application of standard approach was not suitable for various individual and group characteristics. In order to increase the effect of compulsory counseling, beyond the expansion of the counseling session and the diversity of techniques, it is necessary to understand the characteristics of compulsory counseling and the conditions of social rehabilitation of the ex-prisoners. Based on this, it is suggested to facilitate the active participation of the ex-prisoners in counseling through the application of strength-based approach, and to strengthen cooperation and communication between counseling areas and other support areas in the agency and communities by establishing a case management system.
