재정준칙의 변화에 관한 연구

국문 초록

본 연구의 목적은 재정준칙이 그동안 경제환경과 재정환경 변화에 따라 어떠한 변화가 이루어졌는지 살펴보고 우리나라 재정준칙 도입의 시사점을 제시하려는 것이다. 이를 위해 본 연구에서는 재정준칙의 발전을 3단계로 나누어 살펴보았다. 1단계는 전통적인 경직된 재정준칙이고, 2단계는 기존의 준칙을 유연화한 차세대 재정준칙이며, 3단계는 차세대 재정준칙의 문제점을 보완한 새로운 경제위기 대응 재정준칙이다. 그동안 각국은 재정의 건전성과 지속가능성을 도모하기 위해 다양한 재정준칙을 도입 활용했지만 새로운 환경 변화를 맞이해 기존의 재정준칙이 효용성을 잃게 되면서 새로운 변화가 계속 이루어졌다. 무엇보다 기존의 재정준칙은 90년대 이후 21세기에 들어서 각국에 경제위기가 반복되고 이후 경기침체가 장기화되면서 이에 대응하지 못하고 국가부채 증대를 막지 못하게 되면서 효용성을 잃었고, 경직된 재정준칙이 정부가 경제위기에 과감히 대응하는 것을 가로막는다는 비판이 제기되면서 결국 이를 유연화한 새로운 차세대 재정준칙으로 전환이 이루어졌다. 그러나 차세대 재정준칙은 상반되는 강제성과 유연성을 함께 추구하면서 복잡성이 증대하고 준수성이 저하되는 문제점이 드러나면서 다시 이를 보완한 새로운 재정준칙이 등장하게 되었다. 그 대표적인 것이 스웨덴 식의 새로운 경제위기 대응 재정준칙이다. 그 핵심 특징은 중기 균형재정 준칙을 중심으로 평상시의 흑자재정 준칙, 위기시의 유연성 준칙 및 복원시의 적자 상환 준칙을 연계 운용하며 중기단위의 재정균형을 도모하는 것이다. 그 중에서도 중기 균형재정 준칙이 가장 중요하다. 즉 확고한 중기 균형재정 준칙만 확립되어 있으면 위기시 준칙을 유연화해도 곧 부채를 갚아야 하므로 섣불리 재정적자를 늘리지 못하게 된다. 이같이 스웨덴의 경제위기 대응 재정준칙이 성공할 수 있었던 배경에는 중기 재정프레임워크(MTBFs)를 중심으로 전체 예산운용을 중기계획 중심의 하향식으로 운용한데 기인한 바가 크다. 본 연구에서는 새로운 경제위기 대응 재정준칙의 5가지 요건을 살펴보고 이를 중심으로 우리나라 정부가 2020년 제출한 한국형 재정준칙 방안을 평가했는데, 그 결과 경제위기 대응 재정준칙의 요건을 대부분 갖추지 못한 것으로 나타났다. 따라서 우리나라는 2단계의 한국형 재정준칙을 도입하기보다 3단계의 경제위기 대응 재정준칙을 도입 운용하는 것이 필요하다.

영문 초록

This study is to examine how the fiscal rules have changed according to changes in the economic and fiscal environment, and to suggest implications for the introduction of the fiscal rules in Korea. To this end, in this study, the development of fiscal rules was divided into three stages. The first stage is the traditional rigid fiscal rules, the second stage is the next－generation fiscal rules that have been made flexible with the existing rules, and the third stage is the new fiscal rules in response to recurring economic crises that supplement the problems of the next－generation fiscal rules. Countries have introduced and utilized various fiscal rules to promote fiscal soundness and sustainability, but new changes continued as the existing fiscal rules lost their effectiveness in the face of new environmental changes. Above all, the existing fiscal rules lost their effectiveness as failing to prevent the increase in national debt since economic crises have repeated in each country. Also, criticisms were raised that the rigid fiscal rules would prevent the government from dealing with the economic recessions boldly. Therefore, the transition was eventually made to a new next－generation fiscal rule that add flexibility with enforceability. However, as the next－generation fiscal rules have revealed the problems of increasing complexity and lowering compliance, new fiscal rules have emerged. A representative example of this is the Swedish－style fiscal rules for responding to the economic crisis. Its core feature is to promote the fiscal balance in the medium－term by linking the fiscal surplus rule in all the good times, flexibility in crisis times, and deficit repayment rule in recovery times, controlled by the fiscal balance rule in the medium term. Among them, the medium－term fiscal balance rule is the most important. In this study, the five requirements of the new fiscal rules for responding to the economic crisis were suggested and the Korean－style fiscal rules submitted by the Korean government in 2020 were evaluated based on them. In conclusion, it is necessary for Korea to introduce the three－stage fiscal rules rather than the two－stage Korean－style fiscal rules in response to recurring economic crises.
