국문 초록

본 연구는 지방재정제도의 변천에 대하여 정부별로 구분하여 살펴보았다. 우리나라의 경우 정부도 법률안을 제출할 수 있고, 정부가 정책의 변화 등과 같은 방향 설정을 적극적으로 추진하고 있는바, 지방재정에 관한 정부의 방향성에 따라 지방재정제도가 변해왔기 때문에 정부의 변화를 중심으로 지방재정제도의 변천과정을 알아보는 것도 의미가 있다. 특히 본 연구에서 정부별 지방재정제도의 변천과정을 살펴볼 때, 의미를 둔 것이 정부별 국정과제이다. 국정과제는 법률상 개념은 아니다. 그러나 선거 공약으로 제시하여 민주적 선택을 받은 내용일 경우 이를 국민의 의사라고도 볼 수 있어 그 중요성은 높다고 할 수 있다. 따라서 정부별 국정과제가 무엇인지, 어떠한 내용으로 추진을 하였는지, 그 추진의 결과 내지 성과는 무엇인지, 그리고 그에 대한 평가는 어떠한지를 살펴보았다. 변천과정을 살펴본 결과, 과거 정부의 국정과제와 현 정부의 국정과제가 모두 동일하였다. 김대중 대통령 이후 지방재정에 관한 국정과제는 지방재정의 확충과 건전성 강화(확보)로 모두 같다고 볼 수 있다. 대통령과 소속 정당의 정치적 성향 등과 무관하게 지방재정에 대하여 모든 정부에서 동일한 과제를 제시하였고 이 과제를 수행하기 위한 정책을 추진하였다. 결국 지방재정제도는 지방재정확충과 지방재정 건정성 강화가 가장 중요한 것이고 앞으로도 계속 개선해야할 과제인 것이다.

영문 초록

This study examined the changes in the local financial system by dividing it by government(president). In Korea, the government can submit legislation, and the government is actively pursuing directions such as policy changes, and since the local fiscal system has changed according to the government’s direction on local finance, it is also meaningful to examine the change of the local fiscal system. In particular, in this study, when examining the process of transition of the local fiscal system by government, it is the national policy tasks by government. The national policy tasks is not a legal concept. However, if it is a content that was presented as an election pledge and received a democratic choice, it can be seen as the will of the people, so its importance is high. Therefore, we looked at what the national policy tasks of each government were, what contents were promoted, the results or achievements of the implementation, and the evaluation of them. As a result of examining the transition process, both the national tasks of the past government and the current government were the same. After the Kim Dae Jung president, the national affairs related to local finances can be seen as the same as the expansion of local finances and strengthening (securing) soundness. Regardless of the political orientation of the president and his political parties, all governments presented the same tasks for local finances and promoted policies to carry out these tasks. In the end, in the local fiscal system, expanding local finances and strengthening local fiscal soundness are the most important tasks and tasks to continue to be improved.
