재정준칙 유형별 경제적 효과분석과 정책적 시사점

국문 초록

OECD 국가의 최근 국가채무비율과 재정적자비율은 1990년 이후 지속적으로 확대되는 추이를 보이고 있어 중장기 재정건전성 관리를 위한 재정제도의 정비가 요구되는 시점이다. 재정건전성 제고를 위해 최근 활발하게 논의되고 있는 재정준칙의 유형별 도입추이에 관한 문헌조사와 경제적 효과에 관한 실증분석을 통해 우리나라 상황에 적합한 재정준칙의 도입방안을 모색하고자 한다. 연간 국제패널자료를 활용하여 재정준칙과 재정지출의 경기순응도와 금융위기 발생확률 간의 관계를 살펴본 결과 지출준칙 도입이 금융위기 발생확률을통계적으로 유의하게 낮추지만, 재정지출의 경기순응도를 통계적으로 유의하게 높이지는 않았다. 반면, 채무준칙 도입은 재정지출의 경기순응도와 통계적으로 유의한 양의 관계를 보이나, 금융위기 발생확률에 통계적으로 유의한 영향을 미치지 않았다. 우리나라의 현재 국가채무 수준 자체는 양호하나 향후 국가채무의 급속한 증가가 우려되는 상황에서, 채무준칙보다는 지출준칙과 수지준칙 도입을 통해 중장기 재정지출 증가율을 관리함으로써 중장기 국가채무 증가 속도를 실효적으로 관리하는 것이 바람직하다.

영문 초록

This paper conducted two empirical analyses to understand the expected positive and negative effects of the controversial introduction of the fiscal rules to enhance fiscal soundness. According to our internation panal analysis, the probability of occurrence of a systemic banking crisis is significantly reduced with the introduction of expenditure rules that regulate the total amount of fiscal expenditure. Also as shown in the cross-sectional regression analysis, there is a statically significant positive relationship between the pro-cyclicality of fiscal expenditure and the introduction of the debt rule. In Korea, it is difficult to set realistically achievable national debt and fiscal balance ratios due to rapid changes in demographic and industrial structure. Given this reality, the government needs to prepare reasonable fiscal rules for the growth rate of government spending and the ratio of expenditure to GDP in order to reduce the excessive burden on the national economy due to fiscal uncertainty. Although the current level of the national debt is relatively low, it is desirable to manage its increasing rate by applying reasonable fiscal expenditure rules coupled with the appropriate fiscal balance rules when a rapid increase in national debt raises concern.
