거시자료와 미시자료를 이용한 재정정책의 효과 분석

국문 초록

정부지출(government expenditure)은 정부구매(government puchase)와 정부이전지출(government transfer)의 합이다. 본 연구는 거시자료를 이용하여 정부구매가 GDP 및 소비에 미치는 영향을 추정하고, 미시자료를 이용하여 정부이전지출이 소비와 저축률에미치는 영향을 추정한다. 거시자료를 이용한 경우 누적정부구매승수를 얻게 되는데, 거의 대부분 유의하지 않았다. GDP에 대한 누적정부구매승수는 단기적으로 매우 작았고 8~10분기후 최대치에 도달하지만 0.6~0.8에 그치며 20분기 후에는 0.2~0.4까지 작아진다. 한편 소비에 대한 누적정부구매승수는 항상 (-)이었다. 이는 정부구매가 민간의 소비를 구축함으로써GDP에 대한 영향을 줄인다는 것을 의미한다. 미시자료를 이용한 경우에도 비슷한 결과를 얻었다. 코로나 팬데믹으로 정부의 이전지출이 집중되었던 2020년 2/4분기의 경우 소비는 위축되었고 2021년 3/4분기의 경우 소비는 유의하게 증가하였다. 다만 2021년 3/4분기의 소비증가를 정부이전지출 또는 사회적 거리두기에 의해 설명하기는 어렵다. 오히려 2020년 2/4 분기에 크게 위축되었던 여가활동이 2021년 3/4분기가 되면서 사회적 거리두기의 강화에도불구하고 회복되었기 때문인 것으로 보인다.

영문 초록

The Government expenditures consists of the government purchases and the government transfers. We estimate the effects of the government purchases on GDP and private consumption using the macro-data, and the effects of the government transfers on household consumption using the micro-data. Using the macro-data, we get the cumulative government purchases multipliers on GDP which are very small in the short-run, reach the maximum of 0.6~0.8 after 8~10 quarters, and decrease to 0.2~0.4 after 20 quarters. But the cumulative government purchases multipliers on the private consumption are negatve after all the quarters. These results mean that the private consumption has been crowded out by the government purchases and the effects of the government purchases on GDP has been restricted. Using the micro-data, we get to the similar results. The household consumption was stagnant in the second quarter of 2020 and increased in the third quarter of 2021 when the government transfers were extraordinarily large. But it does not seem that increases in consumption in the third quarter of 2021 were due to the government transfer or social distancing. It is more probable that expenditures in leisure activities dominated changes in consumption in the Corona pandemic.
