제주형 신남방정책의 발전 방향 모색

국문 초록

본 연구의 목적은 제주특별자치도가 추진하고 있는 신남방정책인 제주-아세안+α 정책의 가능성과 한계를 탐색하고 제주 도시외교의 발전방향을 모색하는 데 있다. 제주-아세안+α 정책은 지방정부 차원에서 독자적으로 외교활동 영역을 개척하려는 시도라는 점에서 높은 평가를 받을 수 있다. 그러나 대부분의 정책이 경제 부문에만 집중됐고, 정책 전체를 아우르는 가치는 부재했다. 시민사회의 참여에서도 미진함을 드러냈다. 본 연구는 보편적 가치에 기반해서 외교분권과 시민사회의 참여를 강조하는 도시외교 논의를 통해 이에 대한 대안을 제시하고자 했다. 우선, 제주 도시외교의 성과와 역량, 그리고 제주 지역사회의 정체성과 요구를 고려해 평화, 생태, 포용의 가치를 제안했다. 또 외교적 자율성과 외교역량 극대화를 위해서는 관(官) 주도 외교, 전문가 중심의 외교를 지양하는 시민 참여와 시민사회 간의 교류가 필요함을 강조했다. 마지막으로 제주-아세안+α 정책이 안정적으로 지속될 수 있도록 법적, 제도적 환경을 정비하고, 관련 행위자들을 효과적으로 묶어낼 수 있는 거버넌스 구조를 확립을 강조했다. 이를 통해 제주-아세안+α이 향후 제주 도시외교 대전략을 혁신하는 계기가 될 수 있기를 기대한다.

영문 초록

The main purpose of this study is to examine the limits and possibilities of Jeju-ASEAN+α policy and to search for an effective way for its development as a city diplomacy. Jeju-ASEAN+α policy is of paramount importance because it is an attempt to promote ‘diplomatic decentralization’ and diplomatic autonomy of a local government. Nevertheless, it is narrowly focused on economic issues, and therefore the core value of the policy could not be clearly defined. Deficiencies in the participation of civil society and the integrated governance structure of policy implementation are also significant problems. This study proposes three alternatives regarding core values of the policy, citizens’ participation in the policy processes, and governance structure of the policy. First, in terms of core values, Jeju-ASEAN+α policy should follow peace, ecology, and inclusion, which are the common elements of successful city diplomacies. Second, to enhance legitimacy and sustainability of the policy, citizen’s demands should be embraced and their participation in the policy process should be encouraged. Last, but not least, to reinforce effectiveness and sustainability of the policy, it is necessary to systematize the structure of governance that integrates multiple actors ranging from local government to NGOs and each citizens. In addition, legal and institutional support is also essential in this light. Jeju-ASEAN+α policy is not just a single policy, but it is a critical opportunity to establish the grand strategy of Jeju island’s city diplomacy. Its development and outcome would be the cornerstone of Jeju’s international renown as an innovative leader in the field of city diplomacy.
