제주 성평등 마을만들기 실천 전략으로서 마을규약 개정 사례 분석

국문 초록

이 논문에서는 여성가족부의 여성친화도시정책을 배경으로 추진된 지방자치단체의 성평등 마을만들기의 양상과 특징을 성평등 마을규약 개정을 일궈낸 제주의 한 농촌 마을 사례를 통해 살펴보았다. 구체적인 분석을 위한 자료수집에는 문헌연구법과 심층면접법이 병행 사용되었으며, 분석 결과 다음과 같은 점들을 알 수 있다. 우선 국가정책을 배경으로 출발한 지역정책이라 할지라도 추진 주체의 역할과 참여 형태에 따라 전략 구사 및 실행과정은 달라질 수 있는데, 이 논문의 사례지역인 제주의 경우 성평등 마을만들기의 실천 전략으로 성평등 마을규약 개정 사업이 시민사회로부터 제안되었고, 그 실행 과정에서 여성단체와 행정 그리고 마을 간 협업형 모델을 만들어나갔음을 확인할 수 있다. 다음으로 성평등 마을만들기가 일정한 성과를 거둔 데는 주요 주체들의 참여 범위를 확대할 수 있는 이슈의 발굴과 이들 간 협업형 실행체계가 중요하게 작용하였음을 알 수 있다. 대다수 농촌 마을들의 경우 인구구성의 변화를 겪고 있고, 성평등 이슈 외에 문화, 환경 등의 이슈와 결합한 새로운 자치운동이 등장하고 있는가 하면, 마을규약을 둘러싼 갈등 사례가 나타나고 있어 이와 관련된 추가적인 사례 연구가 이루어질 필요가 있다. 또한 제주에서 추진된 성평등 마을규약 개정 사업이 모든 마을에서 순조롭게 진행되지는 않았으며, 마을규약 개정을 보류하거나 마을규약 개정 안건이 마을총회를 통과하지 못한 마을들이 있고, 마을규약 개정 성과를 이루었다고 해도 그 자체가 마을자치 실현을 보장해주는 것이 아니라고 할 때 마을규약 개정을 시도했던 마을들에 대한 비교 연구가 필요하다.

영문 초록

This paper examines the aspects and characteristics of gender equality village building by local governments promoted against the backdrop of the women-friendly city policy of the Ministry of Gender Equality and Family through the case of a rural village in Jeju that led to the revision of gender equality village rules. As a result of the analysis, the following points can be found. First of all, finding out issues that can expand the participation of major actors and strengthening the cooperative implementation system among them played an important role in achieving certain results in the gender equality village building in the case area. Next, most rural villages are undergoing changes in population composition, and a new autonomy movement combining issues such as culture and environment in addition to gender equality issues is emerging, raising cases of conflict over village rules and the need for revision. The solution can also be said to be a task thrown into the case area. In addition, the project to revise the village rules for gender equality promoted in Jeju did not proceed smoothly in all villages, and there were some villages that delayed the revision of the village rules or failed to pass the village rules revision agenda at the village assembly. When it is said that even sea water itself does not guarantee the realization of village autonomy, a comparative study on villages that attempted to amend the village rules is necessary.
