국문 초록

북한의 핵실험으로 인하여 기능주의 통일론을 지향해온 민족공조차원의 대북포용정책은 효용성의 한계를 보였다고 판단된다. 이에 본 논문에서는, 남북한간 민족공동체 형성을 위해 기존의 대북정책이 변화 필요성에 직면하였다고 간주하고, 새로운 대북정책 패러다임의 필요성을 입증하려 하였다. 대북포용정책이 추진된 이후 남북한 관계는 협력 확대 및 관계 개선이 이루어진 것은 사실이나, 해결되지 못하는 문제점이 축적되어 온 것도 또한 사실이다. 특히 간과할 수 없는 문제점으로 남남갈등의 지속, 남북신뢰 구축의 어려움, 북한주도로 조절되는 남북협력 구도, 남북협력 규모의 영세화 등은 기존의 남북관계를 획기적으로 변화시키는데 장애가 되고 있다. 이러한 결과는 남북간 민족공동체 형성을 위해 추진되는 대북포용정책이 몇 가지 부분에서 해결해야 할 과제를 내포하고 있기 때문이었다. 즉 동 정책은 북한의 변화를 자극할 수단이 없으며, 북한의 곤란한 경제현실에 부합하는 대북 지원이 어렵고, 독립적인 남북한 사이에서 남한이 주도하는 남북 동질화 작업이 어렵다는 사실을 간과한다, 이에 본 연구에서는 남북한 사이에 상호성과 쌍방향 접촉을 가능하게 하는 합리성 중시의 구성주의 논리 적용을 제안한다. 이는 대북 지원과 투자를 투자자 중심으로 추진하되, 북한이 필요로 하는 내용과 규모를 고려하여 양자 간 윈윈전략이 가능하도록 하는 상호협력 방식이라 할 수 있다. 특히 이는 민족정체성을 고려하는 상호이익 우선의 대북투자 방식을 채택함으로써 기존의 대북포용정책 한계를 보완하는데 초점을 두고 있다.

영문 초록

Due to North Korea's nuclear experiments, the current engagement policy towards North Korea that has strived for functionalism has shown limitations in its efficiency. Thus the following paper will proceed with the understanding that the current policy towards North Korea needs to change in order to create a national community between the two Koreas, and will attempt to prove the need for a new paradigm for the policy to North Korea. Although it is an undeniable fact that the relationship between North and South has grown in terms of cooperation and positive relations, it is also true that the number of unsolvable problems has grown as well. The continuation of the South-South conflict, difficulties in creating trust between the two, the unbalanced structure of cooperation with North Korea holding the initiative, and small-scale of North and South cooperation are some of the obstacles that stand in the way of drastically changing North and South Korean relations. This is because the engagement policy has several problems within itself. The current policy does not have the means to stimulate change in North Korea. Secondly, the aid is not sufficient to keep up with North Korea's impoverished economy. Lastly, it neglects the fact that it would be difficult for South Korea to be in charge of the assimilation operation. The following research suggests appropriating the logic of reciprocal cooperation that incorporates two-way contact. This method allows for investing and aiding according to the investors while considering the contents and size of what North Korea needs to result in a win-win strategy for both sides. By choosing an investment method that benefits both it can overcome the limitations of the current engagement policy towards North Korea.
