사회통일교육에 대한 분석과 활성화 방안

국문 초록

우리는 반세기 이상 분단되어 있다 보니 여기에 익숙해져 있다. 그런데 분단은 우리의 정치사회경제문화 등의 모든 분야에서 영향을 미치고 있다. 이 분단의 고리를 끊고 통합으로 지향해 나가는 것이 통일이다. 그러나 국민들의 생각은 일치 하지 않는다. 특히 우리사회에는 냉전의 소산인 남남갈등이 존재하고 있고, 이것이 통일의 저해요인이 될 수 있다. 그렇기 때문에 통일교육이 필요하다. 통일교육은 크게 학교통일교육과 사회통일교육으로 나눌 수 있다. 통일교육은 정치사회화 과정의 측면에서 접근해 볼 수 있다. 그린슈타인은 정치사회화를 접근하는데 있어 5개의 주요 요인을 내세우고 있다. 그것은 ① 누가 ② 무엇을 ③ 누구로부터 ④ 어떤 환경하에서 ⑤ 어떤 결과를 가지고 배우느냐이다. 사회통일교육의 대상은 일반국민이다. 이 일반국민에게 평화통일의 의지와 역량을 함양하는 내용을 정부기관이나 시민단체 등이 교육을 하게 된다. 그런데 우리 통일환경은 좋은 여건에 있지 않다. 통일교육에서 의도하는 효과가 나지 않을 수 도 있다. 따라서 통일교육은 남북한 양자적 관점에서 뿐만 아니라, 남한사회 내부의 갈등구조 해소를 포함하는 사회통합적 관점으로 방향을 잡아야 한다. 통일을 위한 국민적 합의기반 구축을 위한 포괄적인 교육이 절실한 상황이다. 통일교육은 통일이 우리 삶과 유리되어 있는 것이 아니라, 앞으로 미래 사회의 가장 중요한 것으로 항상 함께 보듬고 가야 할 것이라는 공감대를 형성하는 방향으로 진행되어야 한다.

영문 초록

Absolute majority of Korean people have chronically got accustomed to the partition of Korean peninsula because of its continuous duration over half a century. But the partition have had expansive and deep influences on every aspect of their day-of-lives, including political, social, economic, and cultural ones. The concept of 'unification' can be defined as the ultimate goal toward an integration-oriented Korean society by shutting off the loop of its partition. In the process of unification discussion, however, serious disagreements exist about its ideas and practices among Korean people. In particular, Korean society has suffered from so-call Namnamgaldueng, south-south conflict at inter-regional level within the society, which can be a consequential impediment factor against Korean unification. The importance and necessity of unification education due to this background and situation. Unification education can analytically be approached in terms of the process of political socialization in a specific country. Political Scientist Fred I. Greenstein stated five main factors to political socialization analysis: who learns, what is learned, agents of political socialization, circumstances of political socialization, and effects of political learning. From the process of political socialization, the object of social education of unification is overall national citizens in general, compared to students in school education. Government, non-governmental organizations or other agencies assume charge of the social education with content of fostering desirable volition and capacity toward peaceful unification. But expected effects of unification education can not be produced because unification circumstances in Korea, national or international, are not in good condition. Accordingly, unification education should be in the direction toward social integration perspective to disintegrate sub-national conflicting structure in South Korea, as well as perspective of North-South Korean bilateral relationship. Comprehensive education is acutely needed to build national consensus about unification. This consensual interface in education should be advanced on the common recognition basis that Korean unification is not separated from Korean people's own lives and we must undertake it all together as the most important task for a future Korean society.
