국문 초록

10.4선언은 북핵 문제 해결, 한반도 평화체제 구축, 경제협력 강화를 통해 남북한의 공존공생과 평화통일을 추구하려 했던 바람의 산물이다. 그러나 이러한 이상적인 목표에 비해, 실현에는 한계성이 적잖다. 이 논문은 쟁점 분석이라는 제목아래 이를 검토했다. 첫째, 북한 핵문제에 관한 합의 문안에 대해 남북한의 해석이 다르고, 선언과 실제 정책이 다르다. 이 선언이 실현 목표로 삼은 9.19공동성명이 사실상 파기되고 그 정신만 남아있는 것이 이 같은 문제점을 보여준다. 둘째, 노정부가 가장 중시한 평화체제 구축은 한반도 안보 불안의 주체에 대한 시각 차이, 그리고 북한은 핵무기를 안보에 절대적 요소로 인식하는데 반해 남한과 관련국들은 이를 평화체제 구축에 가장 큰 걸림돌로 보는 인식의 간극이 심각하다. 셋째, 남북 경제협력과 교류 확대는, 예상되는 동북아 안보의 불안정성과 경제 위기에 대비하기 위해, 정경분리원칙의 합의와 준수를 확고히 하는 가운데 우선 강화해야 할 가장 유의미한 부문이다.

영문 초록

‘10.4 North South Summit Declaration,’ signed by the South Korean President Roh Moo-hyun and the North Korean leader Kim Jong-il, was a product of the pursuit of co-existence and peaceful reunification through progress on such issues as North Korean nuclear development, Peace system on the Korean peninsula and economic cooperation. Notwithstanding its idealistic objectives, realistically, the Declaration faces several obstacles. This paper analyzes the validity of this Declaration under three headings. First, the two Koreas have divergent interpretations of the agreements on the North Korean nuclear development, and the actual policy differs from the agreements. This problem is evident from the fact with the first nuclear test on October 9, 2006, North Korea de facto abandoned '9.19 Joint Statement,' in which North Korea promised the abolition of its nuclear program. Second, two obstacles still remain in the Korean peninsula peace system. One is the different view on the countries concerned in building the system: the two Koreas in South Korea's perspective but US-North Korea in North Korea's perspective. The other is the different view on what the main impediment is in establishing the system: whereas North Korea regards nuclear weapons the vital element for its security, South Korea and other relevant countries like the US and Japan regard them the essential obstacle to it. Third, increased economic cooperation and exchange―under the principle of treating political and economic affairs separately―should be a significant part of Park Geun-hye government's North Korean policies. This argument is substantiated with the analysis of growing security instability in Northeast Asia resulting from the dangerous power and military competition between China and Japan as well as the possible economic difficulties caused by the worsening of export environment in and outside of the country.
