국문 초록

7․4 남북공동성명은 한국전쟁 후 최초로 체결된 남북한 합의서라는역사적 의미를 가지고 있다고 할 수 있다. 동 성명이 체결된 이후 1년2개월 만에 끝이 났지만 아직까지 남북교류에 영향을 미치고 있다는 점에서 간과 할 수 없는 남북합의 문서 중 하나라고 할 수 있다. 동 성명이 체결의 배경은 당시의 국제적 환경이 냉전체제에서 데탕트로의 전환함에 따라 남북이 능동적으로 대처하기 위한 하나의 전략의 일환이었다고 할 수 있다. 그러나 7․4 남북공동성명의 기본적인 원칙에 대해서남북이 서로 다른 해석의 차이로 인하여 오래 지속되지 못하고 대화 단절로 끝났다는 점은 애석한 일이라고 할 수 있다. 지나간 남북한 합의문서를 분석하여 문제점을 제시하는 것은 새로운 남북한 교류를 모색하는데 지대한 영향을 미칠 수 있을 것으로 보이며, 7․4 남북공동성명에 대한 연구는 나름의 가치와 의미를 부여할 수 있고 보인다. 본 논문에서는 먼저 7․4 남북공동성명의 태동 배경을 국내외적 요인으로 분류하여 분석 한 다음, 동 성명의 내용과 쟁점 분석을 바탕으로 동 성명의 긍정적인 측면과 부정적인 측면을 분석하여 그 한계와 시사점을 도출하여 향후 새로운 남북한 합의서를 작성하는데 활용되었으면 하는 기대가 본 논문의 연구 목적과 동기라고 할 수 있다.

영문 초록

The July 4th South-North Korea Joint Communique(1972) was the first agreement signed between South and North Korea since the Korean War. The joint statement was ineffective after a year and six months, but it has remained a meaningful agreement that still influences the exchange between the two sides. As the tension of the Cold War was melting away at the era of Détente, both sides’ adjusting to a new international environment led to the agreement. The South and North Korea, however, had different interpretations on basic principles of the joint statement and it made their commitment on the statement discontinue and caused the end of conversation. In this regards, studying problems of the past agreement signed between the two sides contributes to new inter-Korean interchange and cooperation. This article explores the domestic and international backgrounds of the Joint Communique. Next, based on the analysis on contents and issues of the statement, the paper clarifies positive and negative aspects of the statement as well as its limitation and implication. These efforts give guidance to drawing on a new South-North Korea agreement.
