국문 초록

‘평화통일 기반구축’을 4대 국정기조의 하나로 설정한 박근혜 정부는‘한반도 신뢰프로세스’를 대북정책으로 제시한 이후, 통일준비에 박차를가하고 있다. 향후 평화통일의 기반을 구축하기 위해서는 분단으로 인한 부정적 영향을 가장 많이 받고 있는 접경지역에서 남북 간 협력을적극 모색해야 하며, 이를 위한 추진전략은 다음과 같다. 첫째, 정치적차원에서는 남북교류협력사업의 ‘국제화 세계화’ 및 남북관계의 개선이요구되고 있다. 이를 위해 박근혜 정부가 당면해 있는 정치적 과제는남북고위급회담 추진과 북한의 변화를 촉진시킬 수 있는 협력과제를 적극 개발해야 할 것이다. 둘째, 군사적 차원에서는 ‘운영적 군비통제’를추진하되, 북한이 군사적 도발을 중지하고, 협력할 수 있도록 접경지역을 중심으로 경제 및 관광분야의 교류협력사업과 연계하여 추진할 필요가 있다. 셋째, 제도적 구조적 차원에서 낙후된 일부지역에 대한 민통선과 군사시설보호구역의 조정이 필요하며, DMZ 설치로 인해 단절된 도로 및 철로의 연결과 북한에 의해 상실된 정전체제를 회복시킴으로써접경지역에서의 무력충돌 방지를 위한 시스템을 구축해야 한다.

영문 초록

The Park Geun-hye government defined ‘peaceful unification foundation’ as one of the 4 state affair bases and suggested ‘the reliability process of the Korean Peninsula’ as the policy toward North Korea. Since then, the government made promotions to prepare for unification by developing the ‘DMZ World Peace Park’, the Dresden Declaration, Unification Hit theory, Unification preparation committee etc. To develop peaceful unification foundation, it is necessary to seek South-North cooperation on the border area where negative effect is made mostly. As for the negative elements of the unification foundation on the border area, it includes political factors such as South-North conflict due to institutional conflict, North Korea’s nuclear weapon problem and lack of consistency in the policy toward North Korea, military factors such as heavy armament of DMZ, advanced displays of the military force and possibility of accidental collision and systematic factors such as excessive designation of military facility protection area, disconnection of road and rail in DMZ and lack of supervisory functions of the ceasefire agreement. To overcome such factors, the below promotion strategies are required. Firstly, from the political level, the South-North exchange projects must be ‘internationalized or globalized’ to promote continuity and innovation and opening of North Korea, and also to seek improvement of South-North relation based on flexible reciprocity. And the establishment of a unification foundation must be set according to the progress of denuclearization. For this purpose, the political tasks of the Park Geun-hye government might include the promotion of South-North high level officer meeting, implementation of South-North Basic Agreement and clearance of May 24 treatment required by North Korea and the restart of Mt. Geumgang travel. Secondly, from the military level, ‘operational armament control’ must be actively promoted, and it must be connected to exchange of economy and travel area to induce cooperation of North Korea. In particular, it is necessary to operate ‘armament control special zone’ in link with ‘DMZ World Peace Park’ and internationalization of ‘Mt. Geumgang travel project’ suggested by President Park. Thirdly, from the institutional and structural level, it is necessary to adjust the Civilian Control Line and military facility protection area. And it is also necessary to prepare condition to transfer the ceasefire system into peace system by connecting disconnected roads and railway due to DMZ installation and by revitalizing the ceasefire agreement supervisory functions.
