국문 초록

본 연구는 미-중 전략경쟁, 코로나19의 심화와 러시아-우크라이나 전쟁을 통해 국제 공급망 재편에 대한 요구가 강제적 공급망 재편 현상으로 변화하고 있는 시점에서, 핵심 영역이라고 할 수 있는 반도체 분야에 대한 독일의 대응 전략 분석을 목적으로 한다. 미-중 전략경쟁 속에서 미국과는 전통적 안보 관계를, 중국과는 중국의 경제적 부상과 함께 상당한 수준의 경제적 상호의존 관계를 형성하고 있는 한국과 독일은 구조적 유사성으로 인해 독일 사례 분석은 정책적으로 유의미하다. 독일은 한국과 달리 경제안보 개념은 인간안보 개념 속에서 이해할 수 있으며 한국적 맥락의 경제안보는 공급망 안보로 이해할 수 있다. 따라서 본 연구는 독일의 경제안보 개념에 대한 이해를 추적하고 유럽의 개방형 전략적 자율성 개념을 통해 안보와 방위를 넘어서는 무역과 산업, 디지털화, 기후변화, 보건 등의 의제를 포괄적으로 접근하고 있을 뿐만 아니라 독일의 기술 주권과 디지털 주권 수호를 위한 핵심 사안임을 인정하여, 독일의 반도체 전략을 분석하고 공급망 안보 영역에서 공동 대응을 통해 협력의 가능성을 모색하고자 한다.

영문 초록

This study is at a time when the demand for international supply chain reorganization is changing into a forced supply chain replacement with the US-China strategic competition, the intensification of COVID-19, and the Ukraine war. The purpose of this study is to analyze Germany's strategy for the semiconductor ecosystem, which can be considered as a national core industry. In the midst of the US-China strategic competition, Korea and Germany have a traditional security alliance with the US and a considerable level of economic interdependence with the rise of China. Unlike Korea, the concept of economic security in Germany can be understood within the concept of human security, and economic security in the context of Korea can be understood as supply chain security. Therefore, this study traces the understanding of Germany's concept of economic security and comprehensively approaches issues such as trade and industry, digitalization, climate change, and health beyond security and defense through Europe's open strategic autonomy concept. Acknowledging that it is a key issue for safeguarding technological sovereignty and digital sovereignty, I will analyze Germany's semiconductor strategy and seek the possibility of cooperation through a joint response in the supply chain security.
