비무장지대(DMZ) 내 6·25 전사자 유해발굴의 중요성과 의의에 대한 고찰

국문 초록

2000년부터 시작된 6·25 전사자 유해발굴사업은 전쟁 기간 동안 수습되지 못한 전사자 13만여 분을 찾아 국가와 가족의 품으로 모신다는데 목적을 두고 추진 중이다. 2005년부터 국방부 유해발굴감식단(이하 국유단)을 출범하여 유전자 채취와 신원확인센터 설치 등 체계적 및 전문적으로 추진하고 있는 영구적인 국가정책 사업이다. 아울러 2018년 4·27 판문점 선언과 9.19 남북군사합의에 의해서 오랜 숙원 사업으로 제기됐던 비무장지역(DMZ) 내 유해발굴이 가능해졌다. 오랜 기간 접근하지 못했던 DMZ 내에서 남북유해발굴 공동합의는 접경지역과 한반도에서의 군사적 긴장완화에 대한 남북한의 의지를 잘 반영한 것이다. 기대했던 북한의 약속 이행은 없었지만 국방부는 2019년 4월 1일부터 2021년 6월 24일까지 약 2년 반 동안 “9·19 남북군사합의”에 명시된 남북공동유해발굴의 사전준비 차원에서 화살머리고지 일대 남쪽지역에서 유해발굴을 꾸준히 진행했다. 특히 DMZ 내 화살머리고지 유해발굴을 통해 9명의 국군전사자의 신원을 확인하여 유해봉환 및 안장식을 거행했다. 이런 맥락에서 이 논문은 6·25 전사자 유해발굴사업의 의미와 중요성, 체계 수립을 위해서 “활동이론”(Activity theory)을 근간으로 세부적으로 분석했다. 이를 기반으로 이 논문에서는 한반도의 지속 가능한 평화와 유지와 인도주의 차원에서의 최초의 DMZ 내 남북 공동유해발굴사업의 추진 배경과 성과, 그리고 의의를 중심으로 유해발굴사업의 중요성과 함의에 대해 고찰했다.

영문 초록

The excavation project for the remains from the Korean War, which began in 2000, has been carried out with the aim of finding approximately 130,000 dead who were not collected during the war and serving them in the arms of the state. This is a consistent national policy project that has been promoted by the Ministry of National Defense(MND) of South Korea in a systematic way such as collecting genes and establishing an identification center with the creation of the MND Agency for KIA Recovery & Identification since 2005. It became possible to excavate remains in the DMZ by the 2018 Panmunjom Declaration and the 9·19 Inter-Korean Military Agreement. The joint agreement on the excavation of the remains in the DMZ, by the two Koreas reflects the two Koreas’ commitment to easing military tensions in the Korean Peninsula. Although there was no expected fulfillment of North Korea’s promise, the MND had continued to excavate remains in the southern part of the Arrowhead Hill for about two and a half years from April 1, 2019 to June 24, 2021. Based on this analysis, this article is to explore the importance and implications of the joint inter-Korean excavation project in the DMZ for the first time, focusing on the background, achievements, and significance, which was driven by sustainable peace on the Korean Peninsula and humanitarian considerations.
