삼지사상에 의한 국제지적연맹의 설립 방향 연구

국문 초록

본 연구의 목적은 삼지사상에 의한 국제지적연맹의 설립 방향을 제시하는 것이었다. 본 연구에 있어서 가장 중요한 이론적 토대가 되는 삼지사상이란, “한국지적학회를 통해 지적학의 학문적 체계화를 달성하고, 체계화된 지적학문을 통해 한국의 지적제도를 완성하며, 완성된 한국의 지적제도를 통해 세계의 지적제도를 선도하려는 원영희의 사상”으로 보았다. 이상과 같은 삼지사상을 이론적 토대로 하여 국제지적연맹의 설립 방향을 제시한 연구 결과는 다음과 같다. 첫째, 국제지적연맹의 설립 목적은 일 필지인 토지의 효율적 관리를 통해 인류의 발전과 평화로운 삶에 기여하는 데 있었고 둘째, 국제지적연맹의 설립 방법은 한국이 주도하여 설립한 국제지적학회를 국제지적연맹으로 성장･발전시키는 것이 가장 바람직한 것으로 나타났으며 셋째, 국제지적연맹의 주요 설립 내용으로는 일 필지인 토지에 대한 인간과의 관계인 지적활동과 지적현상에 대한 각국의 개별성을 접목하여 국제적인 대안을 제시하며, 일 필지인 토지에 대한 국가별 배타적 경영으로 인한 영토분쟁, 인류와 모든 생물의 생존을 위협하는 땅의 포장 문제, 국가별 정치지도자의 성향에 따라 일방적으로 추진되는 지적관리 등의 문제점을 해결하기 위한 국제적인 기준 마련 등이 필요한 것으로 나타났다.

영문 초록

This study aims to propose an establishment strategy for International Cadastre Federations by Samji thought. The Samji thought, which the most important theoretical foundation in the progress of this study, was considered “Won, Young-Hee’s thought to achieve the academic systematization of Cadastrology through the Korean Society of Cadastre, complete a Cadastral system in Korea through systematized Cadastrology, and lead the global Cadastral system through the completed Korean Cadastral system.” The results of the study that proposed the establishment strategy for the International Cadastre Federations with the Samji thought as above as a theoretical foundation are as follows: First, the purpose of the establishment of the International Cadastre Federations was to contribute to the development and peaceful survival of mankind through the efficient management of land as a parcel. Second, it turned out that what is the most desirable for establishing International Cadastre Federations is to grow it up based on it established by the initiative of Korea. Third, as for the main contents of the establishment of the International Cadastre Federations, presenting an international alternative, in combination with the individuality of each country, concerning Cadastral activity and Cadastral phenomenon, which are the human relationship to the land that is one parcel and resolving territorial disputes by country over land, which is one parcel and the issues of land pavement that threaten the survival of mankind would establish international standards to guarantee the sound ‘right to breath’ for the land.
