남북교류활동으로 본 금강산 관광과 한반도 평화의 쌍방적 관계

국문 초록

관광은 단일 최대의 평화적 인간 이동 현상으로 평화와 관련성이 높다. 여러 선행연구에서 관광과 평화는 관련성이 높다는 것이 규명되고 있지만 이 분야의 이론적 토대와 경험적 연구가 부족해 연구 성과에 한계가 있어 왔다. 이 연구는 한반도 평화와 관광의 상관관계를 규명하는 것이다. 통일부의 자료를 활용하여 교차상관관계 분석을 실시하였고, 결과를 보완하기 위하여 1970년 이후 남북교류협력 주요사업 추진현황을 통해 남북 교류특성과 금강산 관광의 관계를 논의하였다. 실증분석을 위해 활용한 관광변수는 금강산 관광객 수를 활용했고, 평화변수는 남북한 교류 및 교역사업 분야 8개 지표로 구성했다. 금강산 관광은 한반도 평화의 8개 지표 중 4개 지표와 상관관계가 높은 것으로 나타났다. 또한 남북 간 관계가 부정적으로 변화되는 상황에서는 남북이 긍정적으로 변화되는 상황에 비해 금강산 관광에 미치는 영향이 즉각적으로 나타나는 것으로 분석되었다. 이러한 결과에서 관광과 평화의 관계는 동행성이 높은 쌍방적 관계로 이해하는 것이 타당하다고 할 수 있다.

영문 초록

Recently, tourism and peace are found to be highly relevant in many preceding studies. However there have been limited research efforts undertaken due to the lack of theoretical basis and empirical research in this field. Data from the Ministry of Unification were used to explore the relationships between peace and Mt. Kumgang Tourism on the Korean Peninsula. To supplement the findings from the cross correlation analysis, we discussed the relationship between the characteristics of the two Koreas' exchanges and the Mt. Geumgang tourism through the status of the two Koreas‘ exchange and cooperation projects since 1970. Tourism and peace were key variables in this study which were assessed by the number of visitors to the Mt. Kumgang and eight indicators for two Koreas exchanges and trade projects. The Mt. Kumgang tourism is highly correlated with four out of eight indicators of peace on the Korean Peninsula. When the relations between the two Koreas are strained, it appeared that the impact on the tourism appeared immediately. We suggest that the relationship between tourism and peace is bilateral.
