탄소 배출에 따른 제조업 집적의 비선형 영향에 관한 연구

국문 초록

본 연구는 반모수 공간 자기회귀 모형(Semi-parametric spatial autoregressive model)을 활용하여 제조업 집적이 탄소 배출에 미치는 비선형적인 영향을 고찰한다. 제조업 집적 형태 별로 탄소 배출 감축효과를 분석한 결과, 전문화 집적이 탄소 배출에 미치는 영향은 N자형 구조로 나타났다. 전문화 집적 초기에는 탄소 배출을 촉진하고 집적 수준이 높아짐에 따라 탄소 배출을 촉진하는 작용이 약화되어 점차 탄소 배출을 억제하는 작용을 하는 것으로 나타났다. 탄소 배출에 미치는 제조업 다양화 집적의 영향은 뚜렷한 역U자형 구조로 나타났다. 다양화 집적 초기에는 탄소 배출을 강력하게 증가시켰고, 집적 수준이 높아지면서 점차적으로 탄소 배출을 억제하는 작용이 나타났다. 제조업의 다양화 집적이 전문화 집적보다 탄소 배출 억제 효과가 더 큰 것으로 나타났다. 본 연구의 분석 결과에 따르면, 규모가 크고 비교적 성숙한 제조업 전문화 집적 지역은 생산규모의 확대와 탄소 배출 간의 관계를 유의해야 한다. 기술진보의 친환경 효과는 생산규모 확대에 따라 약화될 수 있다. 제조업의 다양화 집적 초기에는 자원 사용의 효율성을 높이고 탄소배출을 줄이는 데 유의해야 한다. 집적 지역을 다양화하는 가운데 공단 내 공용 인프라를 정비해 기존 자원의 합리적 이용을 도모할 필요가 있다. 종합적으로 다양한 연관 산업들의 기능을 유지하며 에너지 효율을 제고하고 공정개선을 통해 탄소 집약도를 낮추는 방향으로 정책을 설정해야 한다.

영문 초록

Purpose : This study examined the non-linear effect of manufacturing clusters on carbon emissions using the semi-parametric spatial autoregressive model. Research design, data and methodology : This study calculated the manufacturing specialization and diversification agglomeration index according to the region in Korea for 17 regions and 25 manufacturing fields in Korea from 2013 to 2019. Considering the impact of manufacturing agglomeration on carbon emissions, the non-linear effect of manufacturing agglomeration on carbon emissions was examined using a semi-parametric model for the effect of manufacturing agglomeration on carbon emissions. In addition, considering the spatial fluidity of carbon emissions and policy imitation of neighboring regions, this study constructed a semi-parametric spatial autoregressive model considering the spatial interactions between individuals. Results : An analysis of the carbon emission reduction effect according to the manufacturing cluster type showed that, the effect of a specialized cluster on carbon emission was an N-shaped structure. In the early stages of specialization integration, the action of promoting carbon emission is weakened as the level of integration increases and gradually suppresses carbon emission. The effect of the diversification of the manufacturing industry on carbon emissions was found to be a distinct inverted U-shaped structure. In the early stages of diversification and integration, carbon emissions increased strongly, and carbon emissions were gradually suppressed as the level of integration increased, Diversification agglomeration in the manufacturing industry had a greater effect on suppressing carbon emissions than specialization agglomeration. Conclusions : Attention should be paid to the relationship between the expansion of production scale and carbon emission in large and relatively mature manufacturing specialization clusters. The expansion of the production scale mat weaken the eco friendly effect of technological progress. In the early stages of diversification and agglomeration in the manufacturing industry, attention should be paid to improving resource use efficiency and reducing carbon emissions. While diversifying the agglomeration areas, it is necessary to promote the rational use of existing resources by improving public infrastructure within the industrial complex. Comprehensively, policies should be set to maintain the functions of various related industries, enhance the energy efficiency, and lower carbon intensity through process improvement.
