국문 초록

1949년 한국 정부는 미국 정부 및 외국 석유 회사와 세 차례에 걸쳐 모두 여섯 개의 석유 협정을 체결하였다. 이 글은 당시 체결된 석유 협정 중 최초로 체결된 ｢대한민국, 미국 및 대한석유저장회사 간의 협정｣(이하 ｢운영 협정｣)의 협정문과 협상 과정을 구체적으로 분석한다. 이를 통해 당시 한미 간에 체결된 석유 협정의 의의를 규명해 본다. ｢운영 협정｣은 6개월 간 운영된 임시적 성격의 협정이었지만 향후 한국 석유 운영의 토대가 형성되었다는 점에서 중요하다. ｢운영 협정｣ 체결 과정에서 미국 정부는 자국 석유 회사가 한국에서 석유 운영의 독점권을 영위할 수 있는 실질적인 방안을 제시하고 조정하려고 하였다. 이러한 미국 정부의 정책에는 한국에서 석유에 대한 통제권을 확보하여 미국의 이익을 유지하려는 숨겨진 목적이 있었다. 결국 한국은 ｢운영 협정｣의 체결과 함께 향후 석유 운영에 있어 타자화되는 결과가 초래되었다.

영문 초록

In 1949, the Korean government signed six oil agreements. This article details the negotiation process of the Agreement between the Republic of Korea, the United States, and Korea Oil Storage Company(hereafter “the Operating Agreement”), which was the first of the six oil agreements. Through this analysis, the character and significance of the oil agreements will be clarified. Although the Operating Agreement was a temporary agreement operated for six months, it is important in that it formed the basis for future Korean oil operations. In the process of negotiating the Operating Agreement, the U.S. government centered on an effective and efficient pursuance of ways that reflected a convergence of Korea Oil Storage Company(KOSCO). Behind the gesture was the hidden aim of maintaining U.S. interest in South Korea by securing control over oil. In the end, with the signing of the Operating Agreement, South Korea was forced to become otherization in oil operation in the future.
