국문 초록

박정희 정부는 1970년 8월 동서간의 데탕뜨, 곧 범세계적인 화해 및친선 기류에 발맞춰 평화통일구상선언을 발표하였다. 이는 남북한 사이에 군사적 긴장이 첨예하게 고조됐던 대결국면을 완화하는 동시에, 남북대화를 통한 관계 개선을 모색하는 획기적인 제안이었다. 이는 빌리 브란트 서독 수상이 추진했던 동방정책의 한반도판이었다고 할 만한 것이었다. 이 같은 적극적·전향적인 대북정책으로의 대전환은 1971 년 남북적십자회담 제의와 인도적 대화의 개시 및 남북한 간 고위급 비밀접촉의 과정을 거쳐 합의된 7·4 남북공동성명의 채택으로 가시화되었다. 이후 「6·23 평화통일외교정책선언(1973)」과 「평화통일 3대 기본원칙(1974)」을 발표함으로써 통일정책의 원칙과 방향을 확립·제시하였다. 이는 당시로서는 매우 전향적이고 능동적인 정책으로서 유엔 등 국제사회에서 폭 넓은 신뢰와 지지를 얻었다. 또한 실효적인 통일정책 추진원칙을 천명함으로써 북한보다도 통일 이니셔티브에 있어서 우위에 서는 성과를 거두었다. 하지만 그럼에도 불구하고 박정희 정부의 능동적인 통일정책과 남북대화의 추진은 끝내 북한의 대남전략에 부딪혀 만족스러운 성과를 거두지 못하였다. 나아가 박정희 정부는 통일원칙과추진방향 제시에 그쳤고, 통일문제를 공론화시키거나 종합적·체계적인통일방안의 작성에까지는 나가지 못하는 한계를 노정하였다.

영문 초록

The Park Chung-hee Administration announced "the Declaration of Peaceful Reunification Initiative" in August 1970 in line with the then so-called détente, that is, wave of reconciliation and rapprochement between East and West. This was a landmark proposal to ease the confrontation that had sharply escalated military tension, while at the same time seeking to improve relations through South-North dialogue. It could be said that this was a version of the Korean peninsula of the "Ost-Politik(East Policy)" pursued by Prime Minister Brandt of West Germany. This great shift toward an active and forward-looking North Korea policy was visualized by a proposal for the South-North Red Cross talks in 1971, the following preliminary talks over humanitarian issues and the adoption of "the July 4 South-North Joint Statement" in 1972 which was agreed upon through the process of high-ranking officials’ secret contacts between the two Koreas. Later, by issuing "the June 23 "Declaration of Foreign Policy for Peaceful Unification" in 1973 and the "Three Basic Principles of Peaceful Unification" in 1974, the principles and direction of Korean unification policy were established and publicly presented. As this was a very forward-looking and proactive policy at the time, it gained widespread trust and support from the international community, including the United Nations. In addition, South Korea has achieved an advantage in the unification initiative over North Korea by proclaiming the principles of effective unification policy. Nevertheless, President Park's positive unification policy and the promotion of South-North dialogue ultimately failed to produce satisfactory results in the face of North Korea's aggressive strategy toward South Korea. Furthermore, the Park Chung-hee government did not go so far as to publicize unification issues among the mass or prepare a comprehensive and systematic unification formula. Those are major limits of South Korean unification policy in the 1970s
