국문 초록

1980년대 활발했던 남북 간의 대화와 교류의 단절은 남한의 팀 스피릿(Team Spirit) 때문일까? 이 연구는 1980년대 남북대화가 중단된 이유가 무엇인지에 대한 의문에서 시작되었으며, 40년 후인 현재 남북대화를 실현하기 위한 교훈을 얻는 것을 목적으로 삼았다. 이를 위해1980년대 남북대화의 발생 요인과 내용, 그리고 결렬의 원인에 대해남한과 북한 그리고 국제정세를 고찰하였다. 연구 결과 첫째, 1984년 북한의 수재물자 제안이 남북대화를 촉진시키는 계기가 되었지만, 1980년 중반은 ‘아웅산 사건(1983)’과 ‘KAL 기 격추사건(1983)’이 발생한 이후 동북아에서 소련과 북한이 고립되고, 남한이 ‘1986년 아시안게임’과 ‘1988년 서울올림픽’의 성공적인 개최를 위해 준비하고 있던 시기로, 남북한은 한반도의 평화모드가 공통적으로 필요하여 대화를 시작할 수 있었음을 분석하였다. 둘째, 남한은‘아웅산 사건’, 북한은 ‘팀 스피릿’을 명분으로 대화의 중단과 재개를 반복했지만, 1986년 북한이 남북대화가 아닌 ‘남북미 3자 대화’를 요구하면서 남북대화가 중단되었음을 밝혔다. 끝으로, 북한의 대미접근은 현재까지 지속되는 전략으로 이에 대한분석이 필요하며, 조건 없는 남북대화의 시작을 통해 ‘관계’를 형성하고, ‘평화’를 만들어 나갈 것을 제안하였다.

영문 초록

Did South Korea's Team Spirit cut off the active dialogues and exchanges between the two Koreas in the 1980s? This study began with the question of why the inter-Korean dialogue was halted in the 1980s, and the purpose of this study is to learn lessons for realizing the inter-Korean dialogue now, 40 years later. To this end, the researchers examined South and North Korea, and the international situation in order to understand the causes and contents of inter-Korean dialogue and the causes of its breakdown in the 1980s. The research results are as follows: First, North Korea's offer of flood goods was an opportunity to promote inter Korean dialogue in 1984. However, the mid-1980s was the time when the Soviet Union and North Korea were isolated from Northeast Asia after the‘Aung San Incident (1983)' and 'KAL Incident' (1983), and South Korea was preparing for the successful hosting of the '1986 Asian Games' and '1988 Seoul Olympics', and both South and North Korea needed a peace mode on the Korean Peninsula, which caused the start of a conversation. Second, it was found that South Korea and North Korea repeatedly stopped and resumed dialogues under the pretext of “Aung San Incident”and“Team Spirit”respectively. However, inter-Korean dialogue was halted in 1986 as North Korea demanded“South-North-US Tripartite Talks” rather than inter-Korean dialogue. Finally, North Korea's approach to the United States is a strategy that continues to this day, which needs to be analyzed, and we suggested that the beginning of unconditional inter-Korean dialogue would form a‘relationship' and create‘peace'.
