김정은 정권의 경제조치 실패요인

국문 초록

김정은 시기 북한은 ‘사회주의강국건설’을 표방하며 경제문제 해결을 위해 ‘병진노선’, ‘우리식경제관리방법’ , ‘5개년 전략’, ‘선경노선’ 등을 순차적으로 추진했다. 이러한 김정은식 경제조치는 일정기간 비교적 양호한 성과를 내었지만, 국내외 다수 요인으로 인해 북한 실질경제 성장으로까지 연결되지 못하였으며, 2021년 김정은은 결국 기존 조치의 실패를 인정할 수 밖에 없었다. 본 연구에서는 김정은 시기 경제조치들의 실패요인을 첫째 합리주의 접근법, 둘쨰 정치적 접근법, 셋째 환경복합적 접근법을 차용하여분석하였다. 연구결과 합리주의적 접근법에 따르면 ‘병진노선’의 지속추진은 대북제재 등 핵무기 보유를 위해 북한경제를 희생시키는 대외환경을 조성하여 경제조치 실패 요인으로 작용하였다. 정치적 접근법으로 살펴보면 장성택 숙청 등 경제관료 숙청과 북중 관계의 경색이 경제조치 실패요인 중 하나라고 분석되었으며, 마지막으로 환경복합적접근법으로 살펴보면 전세계적인 코로나 사태로 인한 북중무역 등의급격한 감소가 김정은 시기 북한 경제조치의 실패요인으로 분석되었다. 정책평가 이론을 적용하여 북한 경제조치를 평가한 선행연구가 전무한 상황에서, 본 연구는 북한경제 연구의 방법론 확장에 일조할 것으로 기대된다.

영문 초록

During the Kim Jong-un era, North Korea has been focusing on solving economic problems by advocating building a ‘Socialist Powerhouse’. These include ‘Nuclear-Economy Parallel Policy’ which jointly promotes economic and nuclear power, ‘Economic Management System in Our Style’, ‘Five-year Economy strategy’ and ‘Economy First Policy’. Kim Jong-un's economic management performed relatively well for a certain period of time. However, domestic and foreign factors did not lead to real economic growth in North Korea, and Kim Jong-un was forced to admit the failure of economic management in 2021. In this paper, in order to examine the failure factors of economic management promoted during Kim Jongun's reign from a more diverse perspective, a theoretical approach to policy failure was analyzed by Rational, Political and Complexity Models. According to the Rational model, Kim Jong-un's continued push for a ‘Nuclear-Economy Parallel Policy’ failed to meet the North's intended economic management as it created an external environment that sacrificed the North's economy to possess nuclear weapons. In a political model, the purge of Jang Song-taek line and the strained relations between North Korea and China were analyzed as one of the factors of economic failure. finally, In a Complexity Model, the rapid decline in North Korea-China trade due to the global COVID-19 crisis was analyzed as a failure. Evaluate North Korean economic managements by applying policy evaluation theory in the absence of any prior research, this study is expected to contribute to expanding the methodology of North Korean economic research.
