국문 초록

이 연구에서는 2021년 7-8월 코로나19 이후 혼란한 시기에 국내ㆍ외에서 등교 확대 정책을 추진하게 된 배경을 살펴보고, 당시 우리의 등교 확대 정책 및 관련 법령을 분석하여 정책적ㆍ법적 개선 과제를 제시하였다. 1년이 지난 2022년에도 우리 학교가 직면하고 있는 상황이 크게 변화하지 않았으며, 이를 해소하기 위한 정책을 아직 명확히 제시하지 못한 상황이기 때문에 상당한 의미가 있다. 등교 확대의 배경으로는 감염병 확산 위험으로부터 학교가 상대적으로 안전하다는 인식, 원격수업 증가로 인해 심화된 학습격차, 장애학생 등 취약계층 학생의 원격수업 어려움 가중, 기초학력 미달 학생 비율 증가 등이 제기되었다. 등교 확대 정책의 쟁점으로는 과대·과밀학급 대책 및 기준 미흡, 일반학교 장애학생 학습지원 정책 부족 등이 제기되었다. 이에 개선하기 위한 방안으로 과밀학급 해소를 위한 실용적인 교실ㆍ교원 확충 대책 수립, 과밀학급 기준 및 해소에 관한 법적 근거 마련, 일반학교 장애학생에 대한 별도의 학습지원 정책ㆍ입법 추진 등을 제안하였다.

영문 초록

This study reviews the planning and implementation of the gradual reopening of schools in July-August 2021, a year after the outbreak of COVID-19, and analyzes the gradual school-reopening measures and related regulations at that time in South Korea. Based on the analysis, legislative and policy measures for improvement are suggested. Even though a year has now passed, the situation facing our schools has not significantly changed. Thus, this study is meaningful even now because policies to resolve the existing problems have not yet been clearly presented. The background to the gradual school-reopening measures is as follows. First, it is perceived that schools are relatively safe from the risk of spreading infectious diseases. Second, achievement gaps have deepened due to the increase in online learning. Third, disadvantaged students, such as students with disabilities, have even more difficulties than other students because of online learning. Finally, the proportion of students who do not have basic academic skills has increased greatly. The issues raised include insufficient measures and standards for overcrowded classes and a lack of policies to support the learning of students with disabilities in general schools. Therefore, this study suggests the following legislative and policy measures: establishment of feasible measures to increase the number of classrooms and teachers to resolve overcrowded classes, implementation of a legal basis for overcrowded classes standards and resolution, and promotion of special learning support policies and legislation for students with disabilities in general schools.
