국문 초록

이 논문은 윤석열 정부 출범 전, 대통령직인수위원회(이하 인수위원회) 활동 시점을 기준으로 윤석열 정부의 초중등교육 정책 및 법제의 주요 이슈와 과제를 도출하는 것을 목적으로 하는 연구다. 대통령 선거 시기는 정책창(policy window)이 열리는 대표적인 시기이다. 이 논문에서는 Kingdon의 다중흐름모형(MSF: Multiple Stream Framework) 기본틀을 활용하여 정책창이 열리는 역동적인 시기에 제안된 정책 이슈와 대안들을 정리하였다. 이를 위해 먼저 분석틀로 사용할 대통령 선거기간과 인수위원회 시기에 각 단체들의 활동과 다중흐름모형과의 관계를 살펴보았다. 다음으로는 핵심단체들이 제시한 이슈와 과제를 분석하고, 이러한 분석을 토대로 정책방향도 탐색하였다. 나아가 주요 이슈와 과제를 해결하기 위한 접근법도 제시하였다. 이 논문에서 말하는 초중등교육 정책이란 다른 논문에서 별도의 주제로 다루고 있는 교원정책, 교육재정정책을 제외한 정책을 의미한다. 이 논문은 초중등교육과 관련된 방대한 정책 이슈를 다뤄야 하는 관계로, 모든 정책문제를 상세히 분석하지는 못했다. 이 논문에서는 각 집단이 이슈로 제기하였고, 집단 간 갈등이 클 가능성이 있는 정책 문제에 초점을 맞췄다.

영문 초록

This paper aims to derive major issues and tasks of the Yoon Seok-yeol government's primary and secondary education policy and legislation. It was written before the inauguration of the Yoon Seok-yeol government. The presidential election period is a typical time when the policy window is opened. In this paper, I summarize the proposed policy issues and alternatives at a dynamic time when the policy window is opened by utilizing Kingdon's Multiple Stream Framework (MSF) framework. For this purpose, first, the relationship between the activities of each organization and the multi-flow model during the presidential election period and the transition committee, which will be used as an analysis frame, was examined. Next, issues and tasks presented by core organizations were analyzed, and policy directions were also explored based on this analysis. Furthermore, approaches to solving major issues and tasks was also presented. The elementary and secondary education policy in this paper refers to policies excluding teacher policy and education finance policy, which are covered as separate topics by other research. Since this paper has to deal with vast policy issues related to elementary and secondary education, it has not analyzed all policy problems in detail. This paper focused on policy issues that are likely to have large conflicts between groups.
