독도 관련 일본 초·중·고등학교의 교과서 기술 현황

국문 초록

본 연구의 목적은 2017년 및 2018년에 개정된 초중고 학습지도요령에서 독도 기술과 취급에 대해서 검토하고, 이를 바탕으로 제작된 일본의 초등학교, 중학교, 고등학교 사회과 교과서에서 독도 기술이 어떻게 강화되고 있는가에 대해 분석하는 것이다. 새로운 학습지도요령 및 해설에 의해 제작된 초·중·고등학교 사회과 교과서에서는, 독도가 “일본의 고유영토”라는 주장에 “한국이 불법점거”, 일본은 “‘평화적 수단’에 의해 해결”하고자 한다는 기본 프레임이 거의 완성된 것처럼 보인다. 고등학교 교과서의 경우 지리역사과 및 공민과로 나뉘어 여러 과목에 걸쳐 흩어져 있던 ‘영토교육’에 관한 부분을 지리총합, 역사총합, 공공이라는 과목으로 대폭 개편하였으며, 이들은 2021년에 검정을 거쳐 2022년부터 사용되고 있다. 본고에서 검토된 것은 다음과 같다. 첫째, 일본의 독도 교육은 교과서 검정과정을 통해 “독도는 일본 고유의 영토” 및 “한국의 불법점거”라는 기본적 프레임을 형성하고, 그 바탕 위에 아주 강화된 강도 높은 수준으로 전개되고 있다는 점이다. 둘째, 개정된 초·중·고등학교 사회과 교과서에서는 일본 외무성의 주장이 그대로 반영되고 있다는 점 및 교사용 지침서인 학습지도요령해설에 명시된 내용이 그대로 교과서 내용에 직접 반영되어 있다는 점에서, 학습지도요령 해설의 내용이 곧 교과서 검정의 가장 핵심적인 기준으로 작용하고 있다는 점을 확인할 수 있었다. 셋째, 학습지도요령 및 해설에서 초등학교, 중학교, 고등학교 등 단계별 연계성이 강하고, 그 내용 또한 체계적으로 이루어지고 있다는 것이다. 이러한 점은 우리의 독도교육 내용을 체계화하고 발전시키는 데에 적지 않은 시사점을 주는 것들이다.

영문 초록

The purpose of this study is to review the description and handling of Dokdo in the elementary, middle and high school instructional guidelines revised in 2017 and 2018, and will analyze how Dokdo description is being strengthened in Japanese elementary and middle school, social subject textbooks produced based on this viewpoint. In the elementary and middle school, social subject textbooks produced according to the new study guide and commentary, the basic frame of the claim that “Dokdo is Japan’s indigenous territory” and “illegal occupation by Korea” and that Japan wants to “solve it by ‘peaceful means’” looks almost completed. In the case of high school textbooks, the section on 'territorial education', which was divided into the geographic history department and the civics department, and scattered across several subjects, was largely reorganized into the subjects of general geography, general history, and public affairs, and the examination of these high school textbooks will be carried out from 2021. The following points are reviewed in this paper. First, Japanese education on Dokdo is being developed at a very high level, both qualitatively and quantitatively, in terms of "Dokdo is Japan's own territory" and "Korea's illegal occupation" by the textbook qualification system. Second, above all else, the revised elementary and junior high school social studies textbook reflects the claims of the Ministry of Foreign Affairs as it is, and that the contents of the instruction manual, a guide for teachers, are directly reflected in the textbook content. It can be seen that the content is acting as the most important criterion for textbook qualification. Third, in the study guide tips and commentary, there is strong linkage between elementary schools, middle schools, and high schools, and the contents are also systematic. These points give considerable implication in systematizing and upgrading the contents of our Dokdo education.
