국문 초록
일본 수로부는 국내외 수로측량, 해도 제작, 해양측량, 해상기상 및 천체관측 등의 업무를 하였고 영토개척에 있어 중요한 역할을 하였다. 일본은 청일전쟁 직후 일본 영토의 행동 해역의 확대되면서 군사상 필요한 작전을 위해 정확한 연안 측량과 새로운 영토의 항만 측량을 진행하는 역할을 강화시켰다. 수로부는 동아시아에서의 수로 측량을 통해 제국주의 국가로써 영토 확대에 중요한 역할을 하였고 타국 도서의 영토 편입에 앞서는 역할을 하였다.
일본 영토는 『일본수로지』에 기재되어 왔고 외국 영토는 『조선수로지』 등 외국 수로지에 기재되어 있다. 그리고 새로 일본 영토로 개척된 지역은 『일본수로지』에 추가되었다. 독도는 처음부터 『조선수로지』에 있었으나 일본 영토로 편입되고서 1907년 『일본수로지』에 기재되었다. 이런 사항은 수로부가 일본의 국경 획정을 하는 중요한 역할을 담당하고 있다는 것을 증명해준다.
1907년 3월 『조선수로지』에 독도가 실렸으나 1905년 독도 영토편입 이후 6월에 『일본수로지』에 급하게 기재하기 시작하였다. 이것은 1905년 2월 시마네현 고시를 통해 독도를 불법적으로 강제 편입한 결과를 반영한 것이라 일본 관계기관이나 일본 어민도 몰랐고 일본수로지에 기재하는 것도 늦어졌다.
시마네현 독도 영토편입 이후인 1907년부터 『일본수로지』에 독도를 기재한 것은 외국영토를 자국영토로 기재한 것으로 일본이 독도를 한국 영토로 인식하고 있었다는 명백한 증거이며 수로지에는 영토의 개념이 있었다고 볼 수 있다. 한국수산지(1908)에서 일본정부가 수로지를 근거로 독도를 한국의 행정관할이 미치는 지역으로 분류하여 한국 영토임을 밝히고 있다.
일본 해군성이 군사적 목적으로 편찬한 수로지에서 표시하고 있는 지역적인 경계, 국가적인 분류는 그 당시 행정관할권의 경계를 표시하는 국가 행정의 행위로 볼 수 있어 수로지 편찬은 영토적인 개념을 가지고 있다.
일본은 수로측량에서 오키제도 범위 안에 독도를 포함시키지 않았고 독도를 한국 영토로 인식하고 있었다. 1904년 군함쓰시마에 의한 독도 조사 내용이 20세기 초의 수로지까지 답습되어 왔고 일본 수로지에 나오는 울릉도·독도는 하나의 부속도로 기재되어 소개하고 있다. 이런 것을 감안하면 독도는 일본 고유의 영토가 될 수 없고 외국 영토로써 독도를 『조선수로지』에 수록시킨 것이다.
독도 영토 침탈 이전에는 수로지에 한국 영토로 표기하다가 침탈 이후에는 일본수로지에 표기했다가 다시 일제강점기에 독도를 조선수로지에 표기하는 것은 독도를 한국 영토로 인정하면서 행정구획을 한국으로 판단하고 있다. 이것은 국제법상 uti possidetis 원칙을 적용해서 영토 처리했다고 볼 수 있다.
영문 초록
The Ministry of Hydrographics performed domestic and foreign hydrographic surveys, chart production, ocean surveying, maritime meteorological and celestial observations, and played an important role in territorial development. Japan strengthened its role in conducting accurate coastal surveys and surveying new territories and ports for military necessary operations as the area of action of Japanese territory expanded after the Sino-Japanese War. The Ministry of Hydrographics played an important role in territorial expansion as an imperialist country through hydrographic surveys in East Asia, and played a leading role in the territorial incorporation of islands of other countries.
Japanese territory has been recorded in Japanese Pilot, and foreign territories are listed in the foreign Pilot such as Korean Pilot. And the newly developed area as Japanese territory was added to Japanese Pilot, Dokdo was included in the Korean Pilot, but it was recorded in the Japanese Pilot in 1907 after it was incorporated into Japanese territory in 1905. This proves that the Ministry of Hydrographics plays an important role in defining Japan’s borders.
In March 1907, Dokdo was published in the Korean Pilot, but in June 1907, it began to be written in the Japanese Pilot after the incorporation of Dokdo into territory in 1905. This reflects the result of illegally annexed Dokdo through Shimane Prefecture’s notification in February 1905, and neither Japanese authorities nor Japanese fishermen were aware of it, and even writing it down in the Japanese Pilot was delayed.
The fact that Dokdo was recorded on the Japanese Pilot from 1907, after Shimane Prefecture’s incorporation of Dokdo into its territory, was a clear proof that Japan recognized Dokdo as Korean territory, and it was considered that there was a concept of territory in the Pilot.
The regional boundaries and national classifications indicated in the hydrologs compiled by the Japanese Navy for military purposes can be viewed as administrative actions of the state that mark the boundaries of administrative jurisdiction at the time, so the compilation of hydrographs has a territorial concept.
In the early days of the Japanese Pilot , Ulleungdo and Dokdo were recorded by relying on British, Russian, and American charts. Also, in the hydrographic survey, Japan did not include Dokdo within the scope of the Oki Islands and recognized Dokdo as Korean territory. The contents of the 1904 warship Tsushima investigation of Dokdo have been followed up to the modern hydrographs, and Ulleungdo and Dokdo listed in the Japanese Pilot are introduced as one annexed island. Taking this into account, Dokdo cannot be considered as an indigenous territory of Japan, and it is included in the Korean Pilot as a foreign territory.
Japan recognizes Dokdo as Korean territory in the Pilot and judges the administrative division as Korea. This can be seen as a territorial treatment by applying the uti possidetis principle under international law.
