안보와 번영을 위한 한국의 미·중 외교

국문 초록

한국은 미·중·일·러의 강대국들에 둘러싸인 지정학적 약소국이다. 경제 발전으로 국격이 높아졌지만, GDP의 57.3%가 수출로 인한 생산인 것은 강점인 동시에 약점이다. 본격화되는 중·일 군비경쟁은 향후북한보다 오히려 일본과 중국이 더 큰 안보 위협이 될 수 있음을 직시하게 한다. 이른바 약소국외교론이 주는 교훈이 있지만, 그 함의가 한국 외교에 크게 적절하거나 유용하지는 않다. 미·중의 힘이 균형을 이루어간다는 시각은 아직 설득력이 없다. 중국이 부상하고 중요도가 높아지고 있지만, 미국의 군사적 패권 지위와 경제적 결정자 혹은 영향력자의 위치는 여전하고 앞으로도 상당 기간 지속될 것으로 분석된다. 한국은 한미동맹을 기축으로, 외교의 목적과 목표를 명확히 하되, 상황에따라 구체적인 방법을 찾는 로드맵 전략을 구사해야 한다. 외교의 최우선 목적은 안보와 번영이다. 통일 대비, 중·일 간 군비 경쟁 대비, 수출 능력 증대가 중대 외교 목표다. 한국 외교는 통일을 대비하는 한· 미·중 협력 구축, 자주 국방력 강화에 초점을 둔 대미 외교, 중국과의중요 수출품 경쟁 및 새로운 중국 시장 개척에 중점을 두는 경제·FTA 외교가 필요하다.

영문 초록

South Korea is a geopolitically weak nation surrounded by the four major powers: the US, China, Japan and Russia. Despite South Korea's economic development and increased GDP, the fact that 57.3% of the GDP comes from export shows the vulnerability of its economy. In addition, the intensifying military competition between China and Japan is warning South Korea of a forseeable security crisis. The theory of 'Small states' diplomacy' tells us not many things about what South Korea can do about its security and prosperity. The argument that China is going to draw level with the United States by 2030 in its national power is not yet acceptable. Although China's power is growing, the hegemonic military power of the US and its position as a determiner or at least an influencer in the international economy are likely to be maintained for a long while. Therefore, South Korea needs to pursue a 'Road map' strategy of choosing a proper policy specific to the situation it faces, but on the basis of the Korea-US alignment especially for the purpose of security and prosperity. More precisely, South Korea should adopt useful policies especially to prepare for an unanticipated situation of the Korean unification, the rapid military build-ups by China and Japan, and stronger export capacity.
