국문 초록

본 논문은 미국의 대북 경제제재에 대한 정치적 분석에 초점을 두고있다. 우선적으로 냉전시대 이후 경제제재가 지닌 중요한 함축성과 경향은 포괄성에서 현명한 대처, 일방주의로부터 다국간 공동 정책으로부터의 전환에 초점이 맞추어져 있다. 이를 인지하면서, 본 논문은 미국의 대북 경제제재와 제재의 강도에 따라 발생한 과정을 분석하는데 중점을 두고 있다. 이와 더불어 본 논문은 경제제재의 효과성, 체벌모델, 제재의 인간적 고려, 비용과 성공의 비율, 쟁점 연계, 일방주의와 다국간 공동정책에 대한 분석에 초점을 두고 있다. 이론과 관련, 포괄적 이론(경제적 제재, 비경제적 제재)을 적용하기는 어려우며, 대신 비용과복지 이론, 쟁점 연계, 게임 이론, 전망 이론 등의 적용을 광범위하게 검토하며, 특히 Hossein Askari와 공동 연구자들의 예견모델을 적용하고 있다.

영문 초록

This paper focuses on a political analysis on the US economic sanctions against North Korea. To begin with, important connotations and trends of economic sanctions especially since the Cold War era are touched on pointing to the shift from comprehensiveness to smartness, from unilateralism to multilateralism. Then the paper concentrates on the US economic sanctions against North Korea and their strategic trajectories standing for ups and downs of severity. Other focal point of the paper is placed on effectiveness of economic sanctions, analyzing punishment model, humanization of sanctions, cost and success rate, issue linkage, unilateralism vs. multilateralism. There is no comprehensive (not only economic but also non-economic) theory in this regard, so some approaches such as cost/welfare theory, issue linkage, game theory, prospect theory and so on are extensively discussed. Especially the prediction model by Hossein Askari et al is referred to.
