동북아시아 국가들의 적극적 해양전략과 해군력 증강

국문 초록

동북아시아는 지정학적으로 해양적 특성이 두드러진 지역이어서 역내 안보환경에서 해양이 차지하는 위치가 상당히 중요하다. 탈냉전 시기 확대되는 전략적 불확실성과 다양한 해양안보 위협의 다발적 부상은역내 국가들이 협력보다는 대립적 시각을 갖게하는 원이이 되고 있다, 해양 의존성이 높은 역내 국가들은 이러한 상황에서 자국의 영향력 확대, 국익 유지 및 실현, 안보 균형화를 이루기 위해 보다 적극적인 해양전략을 강하게 추진하고 있다. 이러한 상황에서 각국은 지속적으로해군력을 확충하고 있다. 역내 해군력 증강의 특징적 양상으로 질적 강화, 잠수함 확충, 해양세력투사 능력과 원양에서의 작전능력 강화를 들수 있다. 동북아시에서 해군력 증강의 정도나 안보역학관계를 고려할때, 각국의 현 해군력 증강을 본격적인 해군군비경쟁으로 인식하기는어렵다. 그럼에도 불구하고 해양안보 양상이 지속될 경우 동북아 국가들은 기왕에 확충된 해군력은 유지하면서, 능력이 결여된 분야를 중심으로 해군력 증강에 계속적인 노력을 기울일 것이며, 결국 역내 해군력증강은 빠르게 군비경쟁의 단계로 진입할 가능성이 높다.

영문 초록

Geo-politically, Northeast Asia has rich maritime characteristics. Accordingly, the maritime dimension has a high priority in regional security affairs. Expanding strategic uncertainty and emerging maritime security challenges in the post-Cold War era has promoted confrontation instead of cooperative atmosphere regionally. With this situation, highly maritime-dependent regional states has adopted active maritime strategy for the sake of the expansion of national influence, realization and sustainment of national interests, and security balance. This maritime strategy has been articulated with consistent naval enhancement. The regional trends of naval development are naval reinforcement in quality, submarine development and the enhancement in maritime power projection and oceanic operation capabilities. Regarding the intensity of naval development and security relations without drastic antagonism in the region, it is hard to consider the current naval arms build-ups of the region as an naval arms race. Nonetheless, there is a high possibility of the swift entry of the regional naval development into a serious naval arms race phase on the condition that the current confronting and intense aspect in Northeast Asian maritime security and regional naval arms build-ups is continuous.
