국문 초록

통일은 헌법의 규정대로 자유민주주의의 정치철학에 기반을 두고 추구해야 한다.자유민주주의는 역사를 자유정신의 발전으로 보는 역사철학, 자유와 인권의 존중에 기반을 둔 개인주의 철학,그리고 상대주의적 철학에 기반을 둔다.이런 정치철학을 기초로 할 때 통일정책의 목표는북한 동포의 자유와 인권의 회복 및 행복한 삶의 보장이다.통일은 북한 전체주의 정권과의 합의에 의해서가 아니라 북한동포의 자유와 인권의 자각에 의한 민주정부의 수립과 그러한 정부와의 합의에 의한 자유민주통일이 되어야 한다.이런 관점에서 보면 독일통일의 사례는 한국의 유일한 통일 모델이다.이에 따라 통일준비는 국민의 통일의 원(願) 과 의지를 한데 모으는 일에서부터 시작해야 한다.다음으로 통일준비는 남북한을 통합할 수 있는 유형적 무형적 국력을 지속적으로 신장해야 한다.끝으로 통일 후에 대비하여 북한 동포들에게 주입된 전체주의 사고방식을 해체할 수 있는 민주시민교육을 위한 준비체제의 수립이시급하다.

영문 초록

ROK’sunification policy should be based on the philosophy of free democracy which is composed mainly of the belief in the history of freedom,individualism and philosophicalrelativism.If we decide to establish our unification policy on the philosophy of free democracy, the goal of the unification policy should be freedom and human rights of the North Korean people who are severely suffered under the three generation dictatorship..;the unification by agreement with North Korean dictatorship is not only impossible but also undesirable. Unification by agreement would by possible only when North Korean peoplesetup a free democratic government of their own. In this respect,German unification is the only case forbenchmarking for Korean unification Therefore, preparation for unification should start with the effort to concentrate will and desire for unification...Next, Koreashouldcontinuetoexpandhertangibleandintangiblenational power.Lastly,in order to prepare for the unification after,well prepared democratic civil education must be needed for the emancipation oftheNorth Korean peoplefrom thebondageofthe threegenerationindoctrination.
