박근혜 정부의 대북정책

국문 초록

본 연구의 목적은 박근혜 정부가 현재까지 추진해 온 대북정책을 목표와 수단의 일치성 및 적실성에 대한 중간평가를 통해서 향후 발전과제를 제시하는데 있다. 박근혜 정부의 대북정책 키워드는 ‘한반도 신뢰프로세스’이며, 그 목표는 남북관계의 발전ㆍ한반도 평화정착ㆍ통일기반의 구축에 두었다. 이를 실현하기 위하여 DMZ 세계평화공원 조성, 드레스텐 선언(Dresden Declaration), 동북아평화협력 구상, 유라시아이니셔티브, 통일대박론, 국민대통합위원회와 통일준비위원회의 출범등 다양한 정책 구상과 제안들을 발표, 추진하였다. 그러나 현재 박근혜 정부의 대북정책 성과는 초라하고, 중간 평가의 성적은 좋은 편이아니다. 따라서 향후 박근혜 정부의 대북정책이 소기의 성과를 거두기위해서는 다음과 같은 발전과제들을 해결해야 한다. 첫째, 대북정책 추진에 있어서 기능주의에 치우쳐 있는 접근방식이 수정되어야 한다. 둘째, 정책의 추진에 있어서 ‘전략적 유연성(strategic flexibility)’이 필요하다. 셋째, 안보중심의 대북정책과 교류협력 중심의 대북정책 간의균형적 접근이 이루어져야 한다. 넷째, 남북관계와 국제공조가 선순환관계를 이루기 위해서도 실질적인 균형적 노력이 필요하다. 마지막으로대북정책의 추진에 있어서 가장 중요한 국내적 지지기반의 확보, 즉 남남갈등을 극복하고 국민적 합의에 기반을 둔 대북정책이 이루어져야 한다.

영문 초록

The purpose of this paper is to analyse the Park Geun-hye Adminstration's policy toward North Korea, and to suggest developmental problems in the future. The president Park proposed the Dresden Declaration, Initiative for Peace and Cooperation in Northeast Asia, and the Eurasia Initiative. And also the president established the Presidential Committee for National Cohesion and the Presidential Committee for Unification Preparation. In spite of these initiatives and committees, the Park Geun-hye Adminstration's policy toward North Korea did not bear good result. In order to achieve substantial results the following developmental problems should be solved. In the first, the limits of functional approach to achieve the policy must be amended. Second, in the process of pursuing the policy toward North Korea, strategic flexibility should be maintained. Third, the balanced approach between the security issue and the exchange issue in South-North relations should be realized. Fourth, the balanced approach between the international cooperation and the South-North cooperation should be maintained. And finally, the policy based on the national integration should be realized.
