분단체제극복을 위한 남북한정부의 과제

국문 초록

정부수립이후 자유민주주의와 시장경제제도를 받아들여 한국은 1962 년부터 산업화·근대화를 추진해왔으며 권위주의체제를 탈피하고 자유민주주의체제를 공고히 발전시켜 왔다. 한국의 발전은 ‘한강의 기적’으로불리어 왔으며 가장 산업화된 OECD 국가중의 하나가 되었다. 이에 비해 북한은 ‘무력적화통일 노선’을 제일의 기치로 삼아 무력도발과 핵개발로 한반도와 동북아의 평화에 위협이 되고 있다. 한국이 ①자유민주· 시장경제체제 하의 성공적 산업화·민주화의 추진, ②세계속의 한국의위상과 역할의 증대라는 체제적 특성을 보이고 있음에 비해, 북한은 ① 시대착오적 수령독재체제, ②고도의 중앙집권적 계획경제, ③변함없는대남무력통일전략과 핵개발 등과 같은 체제적 특성을 보이고 있다. 이러한 상황에서 분단체제극복을 위한 우리정부의 과제로는 ①한반도 프로세스를 통한 남북관계의 정상화, ②작은 통일에서 큰 통일로의 지향, ③상호존중에 기초한 호혜적 남북관계의 발전, ④분단극복을 위한 튼튼한 안보적 뒷받침을 들 수 있으며, 북한정부의 과제로는 ①대남 무력적화전략을 포기, ②비핵·평화 노선을 채택, ③개혁·개방의 추구, ④북한주민의 삶의 질을 향상을 들 수 있다.

영문 초록

The aim of this paper is to analyze the tasks of the South and North Korean governments for overcoming of the division system in Korean peninsula. To this end, the paper is composed of 5 chapters titled introduction, the background of Korea division and the necessity of reunification, the systematic characteristics and development of South and North Korea, the tasks of the South and North Korean governments for overcoming of the division system, and conclusion. Since 1960s, ROK has developed into a successful economic development and liberal democracy. ROK is the most industrialized member country of the OECD and refer to this growth as the Miracle on the Han River. The regime in North Korea exhibits three characteristics: ①a totalitarian dictatorships governed by sole leadership of the strong, ②one of the world's most highly centralized and planned economy, ③a very dangerous state that have pursued national unification under communism by use of military force as their top policy priority and have developed WMD including nuclear weapons. Tasks of ROK(South Korea) government include ① Normalization of Inter Korean Relations through the trust-building process on the Korean Peninsula, ②Direction from small-scale unification to large-scale unification, ③Reciprocal Inter-Korean Relations based on mutual respect, ④Strong security support for overcoming of the division system. And tasks of North Korean government include ①Abandonment of communist unification strategy, ②Adoption of a non-nuclear and peace route, ③Pursuit of reform and open door policy, ④Improvements in the quality of life for North Koreans.
